3Regarding the fact, that Slovak Republic made its
biggest progress in the establishment of legal
and institutional framework for providing ODA
during the last few months, I would like to draw
your attention on several changes occurred in
this period. Therefore, different parts of the
Country Profile should be corrected/updated as
follows

5Development Policy Framework
- The Medium Term Strategy (MTS) for ODA 2003
2008, was approved by the government on 6 June
2003 (decision No. 432). MTS defines main
objectives, priorities, partners and principles
of the Slovak development aid. Therefore it is
the basis for other documents including annual
national programmes, bilateral agreements with
development countries, financial guidelines and
budgets. - On April 28, 2004 government approved The
National Program of ODA for 2004 (decision No.
388), which determines the individual components
of the ODA budget, allocated budget and
conditions for providing development assistance.
6The Legal Framework
- Guidelines for the Provision of Official
Development Assistance, approved by the
government on 2 July 2003 - (The MFA of the SR has issued these
guidelines with the objective to determine the
procedure, define mutual co-operation and
competencies of individual subjects, line
ministries and responsible officials for
providing official development aid. It also
defines and regulates the rules of managing the
funds and assets in the process of the ODA
National Programme implementation). - Memorandum of Understanding between the
Government of the Slovak Republic and UNDP
(signed on August 2003) . . . .

- Financial Memorandum between the Government of
the Slovak Republic (the Donor) and UNDP (signed
30 September 2003). - Agreement between the Government of the Slovak
Republic and the Council of Ministers of Serbia
and Montenegro on Development Cooperation (signed
19 June 2003), February 14 entered into force
the Financial Memorandum for 2004 was signed on
November 9, 2004 in Bratislava. - Memorandum of Understanding between the
Government of the Slovak Republic and the
Government of Canada concerning Official
Development Assistance Program for Central Europe
(ODACE) (signed 10 July 2003)

- Provision of sustainable development and overall
growth.
10NGO Sector
- The number of NGOs specialised in development
issues is bigger than 10. - The Slovak NGDO Platform has 23 members at
present. - (Actual information concerning Platform is

- To the most important development NGOs should be
added also Obcianske oko (Civil Eye), Pontis,
Integra, Red Cross.
