Tilburg University centralized or decentralized?
  • 1999 implementation of decentral integral
    management
  • Faculties (Dean of the faculty) became
    responsible for education, research, finance,
    HRM, IT etc.
  • But not for housing, library, infrastucture,
    lecture halls, seminar rooms
  • Tilburg University?

6
Why did Tilburg choose for decentralization?
1999 Change in the law for HE
? Implementation of decentral
integral management
7
What was the result?
  • Initially there was a positive effect on
  • But after some years you can speak of
  • Unity in diversity!
  • THE question is is that a problem?

8
Question 1
  •
  • Why is it that every decade we
  • switch from a central to a
  • decentralized organization and vice
  • versa?

9
What is better ? Centralized?
10
Or ..decentralized?
11
Question 2
  • Couldnt we come to the conclusion
  • that one or the other (centralized or
  • decentralized) is better ?

Question 3
  •    Can a separation be made between the primary
    and secondary processes?
  • (In other words if the organization of the
primary processes is decentralized does that
automatically mean that we also have to
    decentralize our secondary processes?)

15
The answer
The goal is to create . A feeling of shared
responsibility. Optimal services for our staff
and students , as effective and efficient as
possible , so that we can spend as much money as
possible to our primary processes education and
research
16
HOW (1)
  • That depends
  • The question is not
  • Centralize or decentralize.
  • But ..what is necessary to organise the services
    in a optional way
  • Or
  • How do you get people to focus on that question /
    issue?

17
HOW (2)
  • By change..
  • From central to decentral or vice versa
  • Not central or decentral is the answer but CHANGE
  • Reorganization / change is necessary to switch
    habits, cultures etc.
  • Seperate between primary and secondary processes
