14Question 3
- Can a separation be made between the primary
and secondary processes? - (In other words if the organization of the
primary processes is decentralized does that
automatically mean that we also have to
decentralize our secondary processes?)
15The answer
The goal is to create . A feeling of shared
responsibility. Optimal services for our staff
and students , as effective and efficient as
possible , so that we can spend as much money as
possible to our primary processes education and
research
16HOW (1)
- That depends
- The question is not
- Centralize or decentralize.
- But ..what is necessary to organise the services
in a optional way - Or
- How do you get people to focus on that question /
issue?
17HOW (2)
- By change..
- From central to decentral or vice versa
- Not central or decentral is the answer but CHANGE
- Reorganization / change is necessary to switch
habits, cultures etc. - Seperate between primary and secondary processes
