An Introduction to Our Success
2Consolidated Communication Network of Colorado
(CCNC)Comprised of system users that founded the
group to manage the radio network. Currently
incorporated with by-laws and articles of
incorporation filed in Colorado.
3Who am I
Bureau Chief Michael Coleman of the Douglas
County Sheriffs Office. My role is the division
administrator of Administrative Services which
comprises Communications (includes Records,
Dispatch), Jail, Community Resources, Civil
Warrants and Technical Services. I am the current
President of CCNC The Consolidated
Communications Network of Colorado. I have served
as the Technical and Operations Committees chair
2000-2001. I co-chaired the Colorado
Interoperability Taskforce during its functional
life.
4What is the Colorado Digital Trunked Radio System
(DTRS) Project?
- A standards based digital radio network
- APCO 25 compliant
- Using multiple manufactures of equipment
- Comprised of local, county and state level
partnerships - Latest technology to replace aging systems with
expandable options - Preparing for current and future FCC regulations
on use of radio frequencies - Integrated the new 700 MHz frequencies to add
capacity along with wideband data in the future
5Why the Colorado Digital Trunked Radio System is
700/800?
- A standards based digital radio network in the
700/800 bands - APCO 25 compliant system available
- Using multiple manufactures of equipment
- VHF and UHF frequency availability for trunking
wasnt there - Field testing showed 800 equaled other
frequencies, digital out-performed analog - Integration can take place at the zone controller
or through access channels or patches - Has simplex digital channels for on-scene use
6History of DTRS in Colorado
- 1992 Colorado Division of Telecommunications
hosted a statewide radio project forum exploring
the needs of a statewide trunked radio system. - 1995 A detailed project plan was published
outlining the standards and user needs. - 1996 Arapahoe, Jefferson and Douglas Counties
along with City of Aurora and the State of
Colorado created a CCS (Combined Communications
System) M.O.U. for interconnecting their systems.
7History of DTRS in Colorado
- 2002 Eastern Colorado zone installed and
existing users on APCO 16 system converted to
APCO 25 system. And CCNC was founded. - Currently over 23,000 subscriber IDs operated
by over 400 federal, state and local agencies are
on system with portions of western and nearly
complete eastern Colorado coverage.
8CCNC Membership
- Qualifications Any Law Enforcement, Fire,
School, City, County, Tribal, State or Federal
agency or other agency able to meet FCC
regulation 90.20 is eligible.
User Agency Representation Each user agency
using the system as a primary means of voice
communications should designate one
representative to the Users Representative Group.
Associated Memberships Members are those
affiliated with 700/800 MHz trunking (non-voting)
or mutual aid use only agencies.

Directors from various disciplines

- State of Colorado Director of Telecommunications
has a standing Executive Director position - Until the 2007 elections the Counties of Douglas,
Jefferson, Weld, Arapahoe and the Northern
Colorado Radio Network will have Executive
Director seats based upon infrastructure cost
commitments
