  • Offer Side (it is OK, continual improvement)
  • Complete suite of products and a well managed
    catalog of services
  • Implementation and explanation of standards and
    interoperability issues
  • Demand Side (we have a lot of pending
    improvement)
  • Not enough demand generated to allow the great
    transformation
  • No real communities of practices working
  • No economic operators demanding electronic
    formats to allow access to single public
    procurement european market.
  • The need of transformation has not been well
    explained (the whys)
  • Systems are complex and expensive to implement
    on site in little local administrations
  • SMEs can have a bigger digital divide in front
    of them

    issue, it is a cultural and transformation one
  • It is not possible to do the same things with
    different tools. Tools are not neutral
  • Electronic tools changes power balance between
    procurement agents.

  • - To reduce Administrative Burden
  • - To create a real single public procurement
    market
  • - To Improve the public procurement service

  • 2.- But we have to stimulate the demand for this
    basic service, explaining the reasons for
    implementing it.
