About the CGE
  • The CGE comprise 24 experts as follows
  • Five members from each of the regions of
    non-Annex I Parties, namely Africa, Asia and the
    Pacific, and Latin America and the Caribbean
  • Six members from Parties included in Annex I to
    the Convention (Annex I) Parties, including one
    from countries with economies in transition
  • One member from each of the three international
    organizations with relevant experience in
    providing technical assistance to non-Annex I
    Parties in the preparation of national
    communications.

Transfer of Technology
  • Technology transfer is a process or system under
    which various interrelated components of
    technology- hardware (materials), software
    (technique, know-how, information), human
    ability, organizational and management aspects
    are rendered accessible to the end-user.
  • The concept is elaborated under decision 4/CP.7
    of the Conference of The Parties.

The CGE and the Transfer of Technology
  • Under decision 3/CP.8, the Consultative Group of
    Experts (CGE) is mandated to (a) examine National
    Communications (NC) with the view to improving
    the consistency of information provided relative
    to Vulnerability Adaptation (V A), Mitigation
    activities and GHG inventory (b) note the
    reporting of other information under the new
    guidelines 17/CP.8 such as transfer of
    technology and (c) identify and assess technical
    problems and constraints.

Top-Up Phase
  • During the Top-up phase many NA 1 Parties
    conducted Technology Needs Assessment (TNA).
  • Financial, institutional and policy needs were
    addressed for technology options proposed under
    TNA.
  • Project proposals and /or ideas were identified
    under the TNA.

Identification of Sectors during the TNA Exercise
  • The sectors that some parties felt the need to
    evaluate technology were (a) water resources (b)
    forestry (c) agriculture (d) coastal zone (e)
    energy (f) transport and (g) tourism.

CGE contribution to the transfer of technology
  • The V A thematic group of the CGE has provided
    software and training materials and hands-on
    training on vulnerability and assessments for the
    African Region to determine the vulnerability of
    the following sectors, water, health, coastal
    zones and agriculture.
  • Information was presented on the know-how by
    representatives from Kenya, Burkina Faso,
    Lesotho, Egypt and the Seychelles.

Contribution of the CGE contd
  • 40 hours of hands on training over a 5-day period
    was imparted to 55 participants at a workshop in
    Maputo, Mozambique from 18 to 22 April, 2005.
  • Participants received training in shoreline
    management and adaptation and methods to assess
    impacts of sea level rise.

CGE Contributions contd
  • Participants were exposed to multiple
    interactions, vulnerability and adaptation in
    the agricultural sector
  • Hands-on training involving water management
    models such as, SWAT, AQUARIUS, HEC-HMS and WEAP
    21 also provide know-how. The training also made
    participants aware of the hydrologic implications
    of climate change for water resources and the
    data requirements needed for assessments.

How to further improve the National
Communications
  • The hands-on training provided an understanding
    to countries preparing their national
    communications ( initial, second and third).

  • Providing guidance on use of methods, tools for V

  • Assisting in understanding the User Manual.
  • Answering queries on technical matters
  • Sharing our knowledge with other Expert Groups.

Recommendations
  • Based on the success of the Maputo workshop
    conduct a similar one in Latin America and the
    Caribbean. That the Secretariat seek financial
    support to enable a full complement of
    participants to attend Develop and include
    into the VA training materials a matrix of the
    strengths and weaknesses of methodologies/ tools
    to assess VA, including suitability under
    different circumstances
  • Widen the scope of the health sector training
    materials and to ensure that the models used for
    the training are available in the public domain
    and can be easily demonstrated Ensure that the
    VA training materials are updated as new climate
    change regional models are made available
