Why evaluate locally
  • To understand how your programme services are
  • performing
  • To keep track of progress in meeting objectives
    targets
  • for SureStart
  • To make changes to your programme on the basis
    of
  • evaluation findings continuous improvement
  • To assist us all in influencing delivery of
    mainstream
  • services

What to evaluate (1)
  • Progress towards the PSA SDA targets
    objectives any locally set targets
  • - short term impact of the programme services
    on
  • children, families communities.
  • Use monitoring data supplement with softer
  • information e.g. the views of service users
    providers
  • Measure against baseline data including user
  • satisfaction survey

User satisfaction surveys
  • To fulfil monitoring requirement that 75 of
    families report personal evidence of an
    improvement in the quality of services providing
    family support under review
  • To provide evidence on satisfaction with
    services, improvement in the levels of
    satisfaction reported fundamental to local
    evaluation (although not a requirement)

  • Cross-cutting issues to indicate how programme is
    working in practice
  • Partnership inter-agency working
  • Programme management
  • Service planning
  • Community parental involvement
  • Volume mix of services
  • Reach
  • Access to programme services

  • Cost effectiveness
  • Whether services provided achieve good value for
    money
  • (may also want to evaluate other parts of
    programme e.g. specific services if resources
    permit)

  • Risk Assessment - Benchmark
  • 6 month
  • Local evaluation strategy in place including
    value for money
  • 12 Month
  • Local evaluation being undertaken. Annual report
    completed reviewed by partnership
  • 18 Month
  • Local evaluation systems in place being used to
    inform the ongoing development of the programme.
    Evaluation findings used to inform mainstreaming
    by feeding into local strategic partnerships.

  • January
  • Regional Team request copy of annual evaluation
    report
  • May
  • NESS will write for information on evaluation.
    Will request a shorter summary of strategy (1
    page of A4), updated info on progress findings
    etc.
  • July 2003
  • NESS will send an email questionnaire on any
    improvements to support
  • End of 3 years
  • More detailed evaluation report
