Former Camp Elliott Military History
  • 1941- 1944 Camp Elliott was a former Marine
    Corps Training Center. Camp Elliott totaled
    30,500 areas and was used for live fire exercises
    with tank, anti-tank, and artillery detachments.
  • 1961 Nearly half of Camp Elliott (15,000) of was
    declared surplus and sold over a number of years.
  • 1991 The 15,000 acres were officially covered
    under the FUDS program.

  • 1990-1994 Surface and Sub-surface Removal
  • 1,016 ordnance items
  • 3,787 small arms
  • 26,321 pounds of ordnance debris
  • And nearly 142,253 pounds of trash
  • 1999-2002 First Recurring Review was completed
    for the Tierrasanta site. The Review concluded
    that the ordnance and explosive (OE) clearance
    completed in 1994 was still protective of public
    safety.

  • Camp Elliott- Mission Trails
  • 1992-1995 Surface and Sub-surface Removal
  • 620 ordnance items
  • 779 small arms
  • 27,869 pounds of ordnance debris
  • And nearly 41,106 pounds of trash
  • 2000-2003 First Recurring Review was completed
    for the Mission Trails site. The Review concluded
    that the ordnance and explosive (OE) clearance
    completed in 1995 was still protective of public
    safety. Also recommended a surface clearance of
    grassland that are accessible to the public,
    located near the East Fortuna Mountain and S52.

  • Purpose
  • The purpose of Recurring Reviews for MEC
    response actions is to determine if a response
    action continues to minimize explosives safety
    risks and continues to be protective of human
    health, safety, and the environment.
  • Recurring Reviews every 5 years

  • The Recurring review will answer three general
    questions
  • Is the response functioning as intended?
  • Are the assumptions used at the time of response
    selection still valid?
  • Does new information indicate that the
    previously selected response no longer minimizes
    explosive safety risks or is no longer protective
    of human health, safety, and the environment
    considering the best available technology?

  • Establish the review team and begin community
    involvement activities.
  • Review existing documentation.
  • Identify/review new information and current site
    conditions.
  • Prepare a preliminary site analysis and workplan.
  • Conduct a site visit (Summer of 2005).
  • Prepare the Recurring Review Report.

  • Review Existing Documentation
  • Review existing documentation to become familiar
    with the site history and implemented response
    actions.
  • The review will accomplish the following
    objectives
  • Determine what actions were completed at the
    site.
  • Determine where unexploded ordnance (UXO) are
    suspected or were located, if applicable, and
    document the basis for this determination.
  • Identify and evaluate the basis for selection of
    the response action (e.g. land use, site
    accessibility, etc.).
  • Determine if there is an immediate threat to
    human health, safety or environment that requires
    further response.

  • Identify/review New Information and Current Site
    conditions
  • Identify readily available information regarding
    the site that has become available since
    implementation of the response action or since
    the last Recurring Review.
  • Gather information pertaining to the following
    areas
  • Development at the site or in the vicinity of the
    site
  • Erosion
  • Recreational or other activities at the site or
    in the vicinity of the site
  • Fire (Cedar fire)
  • Storm Damage (uprooted trees, etc)
  • Changes in land use at the site and in the
    vicinity of the site, both actual and potential
  • Changes in accessibility to the site
  • OE incidents and status of land use controls

  • Recurring Review Report
  • The report will record all activities and data
    gathered during the recurring review.
  • The report will contain an analysis of the
    information gathered to determine if the original
    response action is still protecting human health
    and the environment from risks associated with
    military munitions.
  • The report will contain recommendations and
    suggested improvements.
  • The draft report will be available for public
    comment.

Public Involvement Plan
  • USACE is developing a Public Involvement Plan to
    facilitate and promote two-way communication and
    to encourage community involvement in
    site-related activities
  • This plan records how and whom we will
    communicate our activities in the FUDS project
    areas.
  • This plan will be available for public review and
    comment.
