  • The mission of Finger Lakes Wine Country Tourism
    Marketing Association, Inc. is to promote
    economic development in Chemung, Steuben,
    Schuyler and Yates Counties in the State of New
    York, and to improve the quality of life in those
    counties by supporting and improving the tourism
    industry.

  • Finger Lakes Wine Country Tourism Marketing
    Associations core competency is marketing. The
    association focuses their resources outside of
    the region. The goal is to create awareness to a
    touring vacationer within a 350-500 mile radius.
    This is achieved through a comprehensive
    marketing strategy that includes a mix of
    channels television, radio, print and
    emarketing. We augment the media campaign with a
    targeted public relations campaign. This is a
    cost efficient way to reach into otherwise
    unaffordable markets.
  • The impact of the campaign is measured by an
    objective, outside party. The results have been
    remarkable. The campaign has generated (1.3
    million Visitors), over 120 million dollars in
    new revenue. In 2005, for every dollar spent
    there was a 44 dollar return on investment to
    the partnering counties, and 3.79 in sales and
    room tax revenues. In terms of product
    weaknesses, we have made great strides the 2005
    benchmark study indicated that people felt there
    were none. Meaning the diverse product and
    positioning is clearly communicated through the
    marketing mix.
  • As a result of Finger Lakes Wine Countrys
    efforts and the measurement tool, there has been
    an increase in tourism infrastructure, more hotel
    rooms, new events. Financial institutions are
    willing to make the investment when presented
    with the research containing solid data that
    tourism is a major economic driver.

  • Effective and efficient tourism marketing works
    like a funnel. The State of New York promotes
    and calls attention to the state Finger Lakes
    Tourism Alliance, the 14 county tourism promotion
    agent (as sanctioned by NYS) markets all 14
    counties. Finger Lakes Wine Country is
    responsible to promote all tourism based
    businesses in the four county area we represent
    (Chemung, Schuyler, Steuben and Yates), the
    county partners, such as the Steuben County CVB,
    focuses only on County tourism based businesses.
    We rely on them to work with your Chambers and
    the individual businesses.
  • Budgets are finite and therefore we work very
    hard not to duplicate services. The best end
    result is achieved when every link in the funnel
    is strong and working to capacity.

  • A couple of items that I would like to touch on
    and clarify, Finger Lakes Wine Country is a
    place, and that is how the strategic message is
    positioned. It is important to note that
    association markets all tourism based businesses.
    We do represent the wineries in the mix, but the
    relationship with the wineries is no different
    than with the museums, state parks,
    accommodations, and so on. The reason the Finger
    Lakes Wine Country campaign has been so
    successful is because of the diverse product that
    has broad appeal to the target audience. Every
    element of the tourism product is important and
    we need to effectively communicate that in the
    campaign.
  • The second item for clarification is how can a
    business best connect with the association to
    carry their message forward? Send the
    information directly to the office, or work
    through your county agency. As we all recognize,
    time is limited and my ability to serve on
    several boards and committees has been somewhat
    scaled back by the FLWC Board of Directors. This
    is simply to afford me the time to focus and make
    sure the mission of the association is met.

  • Formed in 1947, with Edgar Tillman serving as the
    first President, The Painted Post Area Board of
    Trade was organized for the purpose of advancing
    the commercial, industrial, civic and general
    interests of the Painted Post area. In recent
    years, the focus has shifted more towards the
    general interest and civic areas.

Focal Points
  • While the Board does not have a reporting
    affiliation at the local, state or federal level,
    our links to organizations at these levels comes
    through our membership. Our membership has
    included mayors, town managers and town
    supervisors. We have also enjoyed representation
    on a variety of community based committees. This
    has helped to provide us with a greater voice in
    areas that have a real impact on the community.
    Through these affiliations, the Board of Trade
    has been involved in the I86-I99 interchange
    project, community decorating projects,
    facilitation of meetings with area wide
    implications and, of course, the annual Colonial
    Days celebration.

  • Our role is more limited in this area. Our
    business promotion occurs primarily through
    networking at various functions such as business
    mixers. We also have a handful of advertising and
    sponsorship opportunities. Our latest venture is
    our website www.paintedpostny.com, which features
    a business index.

  • Our primary partnership has been with the Corning
    Area Chamber of Commerce. We sit on each others
    boards and work closely together. There is active
    support between each organization to achieve
    their goals. We have also enjoyed excellent
    partnerships with the Village of Painted Post and
    the Town of Erwin.

  • The Southern Tier Central Regional Planning and
    Development Board (STC) provides a variety of
    services to units of government, agencies, and
    the private sector in Chemung, Schuyler and
    Steuben Counties of New York State.
  • The primary objective of STC is to participate in

    business and industrial community while improving
    the quality of life in the region.

    officials and special interest representatives.
    Since matching funds for the federal grants
    supporting STC come from county government, the
    charter requires a 52 percent majority to be

    "elected official" slots on the STC board.

Retention
  • In general, STC works with agencies (such as
    economic development agencies) and municipal
    government rather than directly with business and
    industry. STC does have an entrepreneurial loan
    program to which individuals and entrepreneurial
    enterprises can apply.
  • STC is the Local Development District (LDD) for
    the Appalachian Regional Commission. Staff
    assists with grants writing for Appalachian
    Regional Commission project funding (up to
    150,000) for economic development and human
    services (workforce training, basic skills, child
    care, health, telecommunications, job-related
    infrastructure, leadership, entrepreneurial and
    managerial skills training, business development,
    and local government assistance demonstrations
    and training). STC committees and board review
    and rate the projects and recommend them for
    funding to the NYS Department of State and ARC.
  • STC is the Economic Development District (EDD)
    for the Economic Development Administration and
    works with economic development agencies such as
    the Industrial Development Agencies (IDAs) to
    obtain EDA project funding for large economic
    development projects (up to 1 million)
    benefiting business and industry.
