Inside the Numbers
  • Bottom line
  • Its not as easy as strictly picking someone
    off the VML tree
  • Some big year groups retirement eligible, still
    some challenges ahead

21
Squadron Command
22
Squadron Command Process CY 03
  • Squadron Command Board at AFPC 23-26 Jul
  • Candidate list out
  • MAJCOM deconflicted bids due to AFPC by 15 Oct 02
  • Impact of late PME board
  • Matching and Deconfliction in Oct and Nov

23
Squadron Command Process CY 03
  • VERY competitive board this year
  • Fewer projected vacancies
  • 152 in 02 118 projected for 03
  • More candidates meeting the board
  • 421 in 02 541 for 03
  • Much higher cut line
  • Select rate 89 in 02 66 for 03

24
Squadron Command Process CY 03
  • One board, one list
  • Currently any logistics AFSC can command any
    logistics squadron
  • Approximately 30 of candidates have a secondary
    AFSC within logistics A/M R
  • Impacts of career fields changes fewer cross
    flow opportunities in the future

25
Squadron Command Ratio
  • Currently use almost a 3 1 ratio of candidates
    to openings
  • Higher than other career fields
  • Rationale 5 core AFSCs and almost 15 different
types of squadrons an officer considered a
gem by one hiring authority could be
    unqualified to another
  • Future ratio if one board? Two boards?

26
Squadron Command
  • Bottom line
  • Much higher cut line on this years candidate
    list
  • Impact of career field changes on future squadron
    command boards?

27
21R Issues
28
Logistics Readiness Officer
  • CORONA Fall Develop two logistics officer career
tracks to increase depth of experience
  • Aircraft and Munitions/Missile Maintenance
  • Supply, Transportation, and Log Plans
  • All 21G, 21S, and 21T officers will be 21Rs
    effective 1 Nov 02

29
Some Definitions
  • Special Experience Identifier (SEI)
  • Identifies special experience and training not
otherwise visible in the personnel system
  • Round-Out Officers (2 Lts Capt)
  • Those officers who have attended at least one
    pipeline technical training course
  • Accession Officers (usually 2 Lts)
  • Those officers that have not attended any
    pipeline technical training

30
Managing LRO Experience
  • SEIs will be used to track LRO experience
  • To earn an SEI, an officer must successfully
complete at least 12 months in a position
  • To be fully qualified, accession officers must
earn three SEIs in the three different core
competencies of the LRO career field
  • Squadron commanders responsible for tracking and
documenting SEIs through the personnel system
  • AFPC final approval for awarding SEIs

31
Round-Out Officers
  • Fully qualified 21T/G/S officers convert to fully
    qualified LROs 1 Nov 02...but must round-out
their LRO experience to ensure breadth
  • Company Grade Temporarily awarded 21R3
  • Complete required exportable courses within 2
    years
  • 1 additional SEI in different competency within 3
    yrs
  • Field Grade officers grandfathered from training
    experience requirements
  • Exportable courses highly encouraged

32
AFAS and the LRO
  • No changes to the AF Assignment System as a
    result of new AFSC
  • Continue to focus on
  • Air Force Needs
  • Officer Professional Development
  • Officer Preferences
  • Use of AFAS Tools very important to working
    assignments

33
AFAS and the LRO
  • PW Tips for officers
  • Be realistic look for jobs that fit your rank
    and experience
  • Focus on what you need to round out your
    experience
  • It isnt an SEI race

34
AFAS and the LRO
  • Tips for the commander -- balance
  • Be clear in your requisitions, tell us what
    qualifications you need
  • Balance having the experience you need in certain
    positions with rounding out others
  • When indorsing PWs on your officers, please
include recommendations on rounding out your
    officers
  • Aggressively document and track the award of SEIs

35
LRS Ops Officer
  • We sense uncertainty from some majors on this
    billet
  • Key position in big, new squadron, will run the
    day-to-day operations in the LRS
  • THE stepping stone to LRS command and needs to be
    a major
  • Still unsure?look at operations squadrons
  • Soonthese will be very coveted positions

36
Logistics Readiness Officers
  • Bottom line
  • CGOs focus on round out training
  • Commandersbalance
  • Not an SEI race
  • Importance of Ops Officer billets

37
21B Issues
38
Depth in Maintenance
  • I believe that flying and fixing our weapons
systems are essential skill sets, along with
    mission support. Each requires PhD-level
    expertise, proficiency and leadership. This
level of proficiency is only possible if we allow
our leaders to develop great depth in their
specific fields. It is for this reason that we
will transition into a new Combat Wing
    Organization
  • Maintenance of air and space weapons systems is
a core competency of the U.S. Air Force.

39
Depth in Maintenance
  • One of the tenets of the Air Force Assignment
    System Officer Professional Development
  • Focusing our efforts to
  • Increase depth in core
  • Still many special duty opportunities, but
  • Discourage multiple special duty type assignments
  • Carefully scrutinize any crossflow options other
than between A and M career fields

40
Reorg Impacts 21A Majors
  • Will it feel like we have more 21A majors?
  • SMO billets going away
  • AMXS Mx Supervisor billets
  • MOO billets
  • LSS to MOS impact
  • Overall probably a wash long term
  • Remindersignificant grade substitution today

41
21B Squadron Command
  • Ample opportunities to command
  • Overall number of commands up
  • Something for everybody?
  • MOS
  • EMS/CMS/MUNS
  • MMXS/AMXS
  • Multiple commands the norm for many

42
21B Issues
  • Bottom line
  • Focus on depth in core
  • Number of command positions increased

43
Personnel Issues
44
Personnel Issues -- PME
  • ISS Candidate Opportunity 70, but driving to
    100 ?
  • ISS/SSS Selection Board 16-27 Sep 02, Designation
    Board 15-18 Oct 02could slip
  • School candidacy deconflicted with promotion
    release one month separation
  • Enlisted AFIT 18 month Masters program
  • 8 selected for AY 02-03
  • 3 year ADSC, E-7 to E-9 targeted, must have
    technical bachelors degree

45
Personnel Issues 7 Day Opts
  • The Challenge.
  • Find proper balance between needs of Air Force
    and needs/desires of the individual
  • Eliminate automatic consequences from assignment
    declination
  • 7-day opt name must gotoo much baggage
  • Maintain an assignment system that is fair and
equitable refine, but do not change existing
    system
  • Increase commanders role in assignment process
  • Improve communications between AFPC, commanders,
    and individuals

46
Personnel Issues 7 Day Opts
  • PW becomes mandatory with modifications to
    clarify officers intentions upfront
  • Assignment template modified to provide direct
    commander feedback before assignment flows
  • Shift 4-cycles to 3-cycles to facilitate time
    requirements

47
Personnel Issues 7 Day Opts
  • Needs of Air Force will determine if an officer
can remain in place instead accepting an
    assignment
  • EOS roster will still be used for short and long
    tours when required
  • When options are exhausted, AFPC/CC will make
final determination to flow assignment through
MILPDS even if it will force an officers hand

48
Personnel Issues
  • Significant emphasis in our world to increase
    Time on Station (TOS)
  • Quality of Life
  • PCS budget shortfalls
  • Officers will now PCS at 36 months in most cases
  • Not being on the VML wont guarantee youll stay
in place for example, overseas or TOS
    vulnerability

49
Personnel Issues
  • Promotions
  • Promotion opportunity to major up to 95
  • References to race, ethnicity, and gender will be
    removed from officer selection briefs
  • By-name request process changes only for field
grade slots, requested by senior rater, and
included at the time of requisition

50
Personnel Issues 3 Cycles
  • Moving from 4 assignment cycles to 3
  • Should eliminate overlap between VML, reclama,
    PRD, and matching times
  • Aligns cycles with fiscal vice calendar year
  • Improves the accuracy of the VML
  • Reduces turmoil for officers and commanders
  • Transitioning now, should be fully implemented in
time for summer cycle matching in Jan 03
