Current Recruitment Advertising Restrictions
  • Effective 4 September 31 December 2009
  • Arrangements apply to
  • Continuing professional staff vacancies and
  • Fixed Term professional staff vacancies of
    greater than 12 months
  • Faculty and Non-Faculty areas
  • Academic, professional less than 12 months and
    casual/sessional staff vacancies are unaffected

Why revise the arrangements?
  • To position the university to create more
    efficient business models for internal service
  • To create stronger alignment between faculties
    and functional areas in the efficient and
    effective delivery of services
  • To support career opportunities for Monash staff
  • To reduce the cost of recruitment advertising,
    and to support central and faculty areas in
    achieving 2010 budget targets

The Restrictions
  • External Advertising of affected roles is not
    permitted in the first instance
  • The position must be advertised internally,
    inclusive of HEW levels 8, 9 and 10A to 10D
  • In addition, ALL advertising for professional
    roles will only be through online advertising,
    not print
  • Authorisation of the Request to Advertise form
    and funding certification must be given by the
    relevant member of the Strategy and Resources
    Committee AND endorsed (where required) by the
    relevant functional head

Restrictions continued
  • The new SMART Request to Advertise form has been
    designed to assist you with the endorsement
    requirement
  • Please identify the Primary Function of the role
    from the supplied list and ensure the relevant
    Functional Head endorses the form prior to
    submitting it to HR Operations
  • If a position is not filled by internal
    advertising, approval for external advertising
    may be sought through the Divisional Director, HR
    from the Vice-Chancellors Group sub-committee
    convened for this purpose.

Who Can Apply
  • Whilst the position is being advertised
    internally
  • applications may only be received from existing
    fixed-term staff (who are in positions which have
    been the subject of prior external advertising)
    or ongoing Monash staff
  • Casual, sessional and temporary staff are not
    permitted to apply for these positions, unless
    subsequently advertised externally
  • Specific text is inserted into the advertisement
    of affected positions so that internal staff are
    clear who can apply
  • These application restrictions are also outlined

Guides for Decision making
  • Guidelines have been developed to assist the
    relevant staff
  • These include the following
  • Guide for Managers, Deans, Divisional Heads and
    Campus Pro-Vice Chancellors
  • Guide for Functional Heads
  • These can be found in section 2.4 of the
    Recruitment Advertising procedures

Streamlined Recruitment Advertising
  • Friday 11am deadline for Request to Advertise
    forms has been removed
  • Completed forms can be submitted throughout the
    week
  • Advertisements unaffected by Redeployment and the
    Advancing Indigenous Employment strategy will be
    posted to internal/external job boards within 3
    working days or less
  • Print advertising remains on a weekly cycle due
    to predetermined deadlines

Other Changes
  • Introduction of a more user-friendly SMART
    Request to Advertise form
  • No longer mandatory to advertise on ALL external
    job boards. Please choose the most appropriate
    job board for your needs from the following
    choices
  • SEEK
  • MyCareer
  • CareerOne
  • UniJobs
  • Careers on Campus will shortly be added as a 5th
    option

Further Changes/Improvements
  • Minimum advertising period is now 5 working days
  • Open and competitive. This definition extended
    to include searches such as
  • a search for a specific role conducted by an
    approved recruitment agent
  • a search for a specific role using a targeted
    search plan approved by the Divisional Director
    Human Resources
  • Assistant Manager, HR Advisory Services, to
    commence 26 October for 1 year to oversee this
    function and the transition to eRecruitment
    amongst other things
