NEPR Legislative Intent
  • To strengthen the capacity for basic registered
    nurse education, practice, and retention
  • To address the shortage of registered nurses in
    the healthcare workforce

Eligible Applicants
  • Schools of Nursing
  • Nursing Centers
  • Academic Health Centers
  • State or local governments
  • Tribes and tribal organizations
  • Other public or private entities, for profit or
    not for profit entities, e.g. faith-based and
    community-based organizations

Applicant Accreditation
  • Schools of Nursing must be accredited by a
    national nurse education accrediting agency or
    State approval agency recognized by the Secretary
    of the U.S. Department of Education

Applicant Accreditation
  • These agencies include the Commission on
    Collegiate Nursing Education (CCNE), National
    League for Nursing Accrediting Commission
    (NLNAC), and six State Boards of Nursing
    Kansas, Maryland, Missouri, Montana, North
    Dakota, New York, the Division of Accreditation
    of the American College of Nurse-Midwives, and
    the Council on Accreditation of Nurse Anesthesia
    Programs of the American Association of Nurse
    Anesthetists

Applicant Accreditation (cont.)
  • Applicant must submit documentation providing
    proof of accreditation with the NEPR grant
    application
  • Failure to provide proof of accreditation in the
    application will render the application
    non-responsive, and it will not be considered for
    funding under this announcement

  • New programs that are not yet accredited must
    provide documentation that indicates reasonable
    assurance that the program will meet the
    accreditation standards of CCNE, NLNAC, or the
    State Boards of Nursing, prior to the beginning
    of the academic year following the normal
    graduation date of students in the first entering
    class
  • Documentation of the assurance must be submitted
    with the NEPR application

Education
  • E1 Expanding enrollment in baccalaureate
    nursing programs
  • Note Schools of Nursing which offer a Bachelor
    of Science in Nursing (BSN) degree are the only
    eligible applicant organizations for Purpose E1

  • E2 Developing and implementing internships and
    residency programs
  • E3 Providing education in the area of new
    technologies, including distance learning
    methodologies

Practice
  • P1 Establishing or expanding nursing practice
    arrangements in non- institutional settings
  • P2 Providing care for underserved populations
    and other high risk groups

  • P3 Providing managed care, quality improvement,
    and other skills needed to practice in existing
    and emerging organized health care systems
  • P4 Developing cultural competencies among
    nurses

Retention
  • R1 Career ladder bridge programs which promote
    career advancement for nursing personnel
  • -Focus on either continuing education/specialty
    training, or education to enter the nursing
    profession

  • R2 Enhancing patient care delivery systems
    through improving retention of nurses and
    enhancing patient care
  • -Must address two nurse retention core
    measures and four patient care core indicators,
    with baseline data

Funding Preference
  • A funding preference will be granted to
    qualified applicants with projects that
  • - Substantially benefit rural populations
  • - Substantially benefit underserved
    populations and/or
  • - Help meet public health nursing needs in
    state or local health departments

Funding Preference (cont.)
  • For consideration for the statutory funding
    preference the applicant must specifically
    request one of the three preferences and document
    evidence of the preference need.

General Information
  • All NEPR applicants must select one purpose for
    which to apply. Selecting more than one purpose
    will render the application ineligible.
  • The Project Director (PD) must be credentialed
    minimally as a Registered Nurse

  • Purposes P1 and R2 new awards are five year
    grants. All others are three year grants
  • All applications/proposals should provide
    assurance that projects will be operational by
    January 31st following receipt of the Notice of
    Grant Award (NGA)

  • The following are not allowed
  • - Trainee expenses
  • - Accreditation fees or expenses
  • - Work release time
  • - Proposals for the sole purpose of setting up a
    skills lab
  • - Proposals for the sole purpose of research

  • Proposals that include setting up skills labs
    must not have a skills lab budget that exceeds
    50 of the total budget amount
  • Skills lab and nursing curricula must be linked
