    they got dial tone within 3 seconds 99.6 of the
    time.  

When they dial a number they get through to the
switch 99 of the time.
When service is interrupted it gets fixed within
48 hours 97.6 of the time. The number of
dropped calls (disconnections) on the wireline
network is too small to measure.
