HISTORIC PRESERVATION
  • The new ordinance replaces the one from 1986,
    and will offer greater protection for Daytona
    Beachs historic properties and structures in
    several ways, including

PROTECTING HISTORIC DISTRICTS
  • Currently, only the South Beach Street Historic
    District is under the jurisdiction of the
    Historic Preservation Board. The new ordinance
    calls for all six historic districts now on the
    national registry to be automatically nominated
    by the Historic Preservation Board for the local
    register.

HPB TO REVIEW CONCEPT PLANS
  • Concept plans for proposed development in
    historic districts to be reviewed by the Historic
    Preservation Board when the proposed development
    covers more than 20,000 square feet.

CERTIFICATES OF APPROPRIATENESS
  • Increases the time interval that the Historic
    Preservation Board has to review requests for
    certificates of appropriateness from 45 to 60
    days.

APPLICATIONS FOR LOCAL REGISTER OVERLAY
CLASSIFICATION
  • The Historic Preservation Board must review
    applications for local register overlay
    classification within 60 days. The current
    ordinance requires that the Board review
    applications within 90 days.

DISASTER PREPAREDNESS
  • The Historic Preservation Board must provide to
    FEMA and any other disaster management
    organization all appropriate documentation,
    including the ordinance, the local registry, and
    surveys maps of historic districts and
    properties, in the event that the city needs
    outside assistance because of a disaster.

CERTIFIED LOCAL GOVERNMENT
  • The new ordinance is in compliance with the
    requirements of the Certified Local Government
    Program. Therefore, when Daytona Beach becomes a
    CLG, it will be eligible to apply for grants and
    receive technical assistance that will greatly
    facilitate historic preservation.

A STRONGER ORDINANCE, BUT..
  • A robust historic preservation ordinance is
    useless unless it is enforced. Enforcement
    begins with a strong Historic Preservation Board.
  • Some of the proposed appointments to the HPB
    demonstrates the city managers commitment to
    development at the expense of historic
    preservation.
  • On Wednesday the City Commission will vote to
    fill three vacancies on the HPB. Let your
    commissioners know that you want Board members
    who are qualified and committed to historic
    preservation.

COMPOSITION OF THE HPB AN UNRESOLVED ISSUE
  • The current ordinance requires all members of
    the HPB to be residents or own property in
    Daytona Beach. The HPB has recommended that this
    requirement remain the same, except if an
    architect cannot be found. City staff have
    proposed that only six of the nine members be
    city residents.
