I. Status of the UN manuals
  • There are three UN manuals, which are currently
    supporting the work of statisticians working
    worldwide on energy statistics
  • Concepts and methods in energy statistics, with
    special reference to energy accounts and
    balances. A technical report, F.29., New York,
    1982 further referred as Concepts and Methods
  • Energy statistics definitions, units of measure
    and conversion factors, F.44., New York, 1987
  • Energy statistics a manual for developing
    countries, F.56., New York, 1991.

Status of the UN manuals (cont.)
  • Concepts and Methods were recommended by the
    Statistical Commission for circulation to
    national and international statistical offices
    and other appropriate agencies.
  • Two other publications were prepared by UNSD as
    the follow up publications to assist countries in
    implementation of Concepts and Methods. From the
    UN Statistical Commission perspective, therefore,
    the current revision process in a transition from
    Concepts and Methods to IRES taking on board all
    good work done over the years.
  • One of the important elements of the revision
    and updating process is conducting of a worldwide
    consultation with countries. The purposes and
    organization of the worldwide consultation on
    IRES are described below.

II. Purposes of the consultation
  • A worldwide consultation with counties is an
    integral part of the process of development of
    international recommendations.
  • UNSD plans to conduct a two-phased consultation
    process.
  • The first phase is to be conducted in March-May
    2008. The second will take place in June-August
    2009.

  • The purpose of the first phase of the
    consultation is to inform countries about the
    current state of the revision process, provide
    countries with an opportunity to express their
    views on the scope, structure and contents of the
    future recommendations by making available to
    them for comments an annotated draft outline of
    IRES containing a list of issues which have to be
    addressed.
  • In addition, countries will be invited to
    actively participate in the revision process and
    provide their input. Obtained county comments and
    inputs will help to better focus the revision
    process on the country needs and to better
    understand their data compilation capabilities.

  • The main purpose of the second phase of the
    consultation is to obtain country views on a full
    set of the draft recommendations as they will be
    presented in the provisional draft of IRES.
  • The results of the consultation will be used for
    finalization of the recommendations at the
    meeting of the UN Expert Group on Energy
    Statistics which is planned in Q3 of 2009 for a
    review and endorsement of IRES.

Organization of the first phase of the
consultation
  • A draft annotated outline of IRES including a
    list of the substantive/technical issues to be
    covered in it as well as the issues relevant to
    clarification of its intended scope, general
    structure and relationships with other
    statistical standards and recommendations has to
    be prepared.
  • UNSD volunteers to create such a draft outline
    and the list of issues in cooperation with the
    Oslo Group Chair by the end of February 2008.
  • It can be placed on the Oslo Group Discussion
    Forum for comments by the Oslo Group members.
    Upon incorporation of the Oslo Group comments,
    the annotated outline and the list of issues will
    be sent to all countries in late March 2008.

  • Countries will be asked to comment on the
    outline and issues by the end of May 2008.
  • UNSD will enter the responses into its database
    which will be available to the Oslo Group members
    on-line.
  • By the end of July 2008 UNSD, in cooperation
    with the Oslo Group Chair, will prepare a report
    on the results of the consultation and a revised
    version of the outline which will be the basis
    for the preparation of the provisional draft of
    IRES.

IV. Organization of the second phase of the
consultation
  • As indicated above, the second phase of the
    consultation is planned for Q3 of 2009.
  • In general, the same organization of the process
    is envisaged.
  • However, this can be discussed in more detail
    during the 4th Oslo Group meeting in February
    2009.
