R1
  • Must be a qualified coach or adult
  • Ultimate authority may overrule any other
    official
  • Conducts the coin toss and captains meeting
  • Controls (keeps track of time) of warm ups
  • Decides serving faults and screening
  • Responsible for positioning of SERVING TEAM
  • Responsible for ball handling violations
  • Communicates with R2 (Second Referee during the
    match
  • Assesses sanctions (Illegal Request IR,
    Yellow/Red cards)
  • Awards points

R2 (Second Referee)
  • Must have attended this clinic
  • Can be a coach, adult, or player
  • Always opposite the ball
  • Responsible for net and centerline violations,
    substitutions, and time-outs
  • Maintains the tempo while managing line ups,
    substitutions, and time-outs (30-seconds)

  • Mimics the signals of the R1 (except for call for
    serve)
  • Ensures line ups are correct at start of game
  • Responsible for positioning of RECEIVING TEAM
  • Works with Scorekeeper to give and receive
    lineups
  • Continually moves transitions to side opposite
    the ball during play. Always attempting to be on
    the blockers side of the net
  • GOOD, STRONG, SHORT BLAST of the whistle is
    important

Line Judges
  • Responsible for
  • Server faults
  • Players and Server must be within the lines at
    time of service contact
  • Antenna violations
  • Ball must pass COMPLETELY inside the antenna
  • Lines (full side line and service line on their
    side of the court
  • Watch the center of the ball. If any part of the
    ball hits the line it is in if not, it is out
  • Touches
  • Watch the hands, not the ball. If the fingers
    bend there was most likely a touch hair does
    not count as a touch

R1
There should be a signal on EVERY ball, in or
out, that is within 3 feet of the line. Do not
become complacent.
Should be an LJ2 call.

  • Clear, CORRECT, visible, and executed away from
    the body
  • Held long enough for teams/fans to recognize the
    call
  • Finish one signal before starting the next
  • Mechanical Sequence R1
  • Whistle Stops Play
  • First signal Who gets the ball
  • Next signal what caused the play to end and
    player at fault if necessary

Sanction Cards
  • Cards are used to control the match if you
    dont have cards you can administer sanctions
    simply by verbalizing the sanction. (Yellow card
    to player 4 for unsportsmanlike conduct.)
  • Warning Verbal or hand signal
  • Penalty Yellow Card
  • Expulsion Red Card (the remainder
    of
  • the game)
  • Disqualification Red/Yellow Cards jointly
  • (the remainder
    of the match)

Rule Reminders 2006
  • Rule 4.1.1 A maximum of 15 players and 5
    coach/staff personnel are allowed. (Must be on
    the team roster)
  • Rule 4.1.2, 20.1.3 The Libero cannot be the team
    or set captain

  • Rule 8.2 Exceptional substitutions do not count
    as one of the allowable team substitutions
  • Rule 10 Playable area This was a change in 2005
    The ball may be retrieved from beyond the free
    zone.
  • a. If nets or dividers are separating courts,
    only the player attempting to play the ball may
    move the net or divider to play the ball
  • b. When competition is scheduled or is
    occurring on adjacent court(s), it is a fault for
    a player to enter the adjacent court(s) to play a
    ball or after playing a ball. The free zone,
    including the service zone, on an adjacent court
    is a playable area.

Rule Clarifications 2005
  • Rule 14.3.4 When the ball is entirely above the
    height of the net, attacking the serve is
    forbidden ONLY if the ball is in the front zone.

Rule Reminders 2006
  • Rule 16.5.4 When multiple substitutions are
    being made by one team, the substitutes must
    enter the substitution zone successively to be
    authorized to enter the set.
  • Rule 16.6.3, 17.2.1, 22.4.2 Sanctions for
    players and teams would be for the entire match,
    not just the set in which it (they) is (are)
    issued.
  • Rule 17.2.1 Team delay sanctions remain in
    effect for the entire match, not just the set
    when issued
  • Rule 22.4.2 Individual sanctions will be in
    force for the entire match, not just the set when
    issued
