ADB Environment Agenda
  • ADBs overarching goal is to reduce poverty in
    the Asia and Pacific Region
  • Environmental sustainability is a major
    cross-cutting theme that is considered by ADB as
    prerequisite for pro-poor economic growth and
    poverty reduction
  • The Environment Policy has identified the need to
    mainstream environmental considerations in
    economic growth in the Developing Members
    Countries (DMC) and to further integrate
    environmental considerations in its operations
  • Country Partnership Strategies are the main
    planning and programming documents at country
    level, and environment programs and projects are
    included depending on the specific country context

AQM in ADB
  • Although no specific AQ policy, AQM is tackled
    under Energy Policy, Environment Policy and
    Urban Strategy of ADB
  • Country Environmental Assessment reports cover
    air pollution issues
  • ADB has substantially invested on activities
    related to air quality management in the region
  • Such activities were in the form of lending and
    non-lending activities regional technical
    assistance (RETA), project preparatory technical
    assistance (PPTA), and advisory technical
    assistance (ADTA)
  • ADBs technical assistance and loan portfolio is
    guided by the DMCs priorities as reflected in
    the joint ADB-DMC Country Partnership Strategy

ADB AQ Projects in Asia
  • ADB has a substantial number of projects related
    to AQM in Asia, about 10 of the total number of
    projects based on the 2006 Compendium of AQ
    Programs and Projects in Asia
  • Topics covered include general AQM projects,
    controlling stationary and mobile sources of air
    pollution, transboundary air pollution, health
    impacts of air pollution and climate change and
    greenhouse gas abatement

ADB activities on General AQM
  • ADB has provided loans and TAs on comprehensive
    AQM projects covering different sectors and
    involving the coordination of various government
    agencies for its implementation, e.g.
  • PPTA INO 4361 - Urban Air Quality Improvement
    Project in Indonesia
  • PHI Loan 1663, 1664, and 1665 - Metro Manila Air
    Quality Improvement Sector Development Project
  • PPTA 4415 - Kabul Air Quality Management
  • Projects on promoting AQM to Asian countries have
    been conducted by ADB in recent years, e.g.
  • RETA 6159 - South Asian Subregional Economic
    Cooperation Countries for AQM
  • RETA 6061 - Clean Air Initiative for Asian Cities

ADB activities on controlling vehicle emissions
  • ADBs activities in controlling vehicle emissions
    in Asia have contributed in raising awareness on
    the problems brought about by vehicle emissions
    and have brought together government and
    non-government stakeholders to discuss policy
    measures
  • ADB under RETA 5937 produced policy guidelines
    for reducing emissions from motor vehicles in
    2003 and developed action plans for vehicle
    emissions control for India, Indonesia, PRC, and
    Viet Nam
  • A comprehensive urban transportation project (PRC
    Loan 2024) is currently being implemented by ADB
    in Xian. The project includes components on
    vehicle inspection and maintenance, improving
    public transportation and providing CNG
    facilities

ADB activities on controlling stationary sources
of air pollution
  • Majority of the AQM related projects of ADB focus
    on stationary sources by improving the efficiency
    of industrial processes
  • One regional technical assistance assisted
    participating DMCs in developing a policy
    framework for integrating cleaner production
    principles as a priority element in national
    environmental and industrial development
    strategies
  • In the Acid Rain Control and Environmental
    Improvement Project in PRC (PRC Loan 1890),
    several activities focused on financing
    investments for improving industrial areas

ADB activities on controlling transboundary air
pollution
  • ADBs activities on controlling transboundary air
    pollution have focused on improving the
    understanding of this problem and on promoting a
    regional mechanism for the prevention of the
    problem
  • Majority of the projects have focused in
    Northeast Asia
  • Important RETAs on controlling transboundary air
    pollution include, e.g.
  • RETA 5702 - Acid Rain and Emission Reduction in
    Asia, Phase II
  • RETA 5865 - Transboundary Environmental
    Cooperation in Northeast Asia,
  • RETA 6068 - Prevention and Control of Dust and
    Sandstorms

ADB activities on Climate Change and Renewable
Energy
  • ADB has been implementing a comprehensive
    regional technical assistance project in
    promoting renewable energy, energy efficiency,
    and greenhouse gas abatement in Asia
  • It has provided policy assessments and
    environmental valuation of projects, and
    pre-feasibility studies
  • Regional workshops and dialogues have been
    conducted to further promote and raise the level
    of awareness on this subject
  • ADB has also started to explore the application
    of a cobenefits approach to AQM and Climate
    Change Mitigation, e.g.
  • RETA 6261 Energy Efficiency Initiative in
    Climate Change

Future Directions
  • ADB is currently intensifying its activities in
    sustainable urban transportation in Asia and will
    soon implement a regional technical assistance to
    assist DMCs
  • ADB is in the process of conceptualizing a Clean
    Energy Fund that can be made available for DMCs
    to advance more investments and facilitate CDM
    projects in the region
  • ADB is also implementing a RETA on Managing Asian
    Cities that will include identifying projects
    which would focus on delivery of key
    infrastructure facilities, including urban
    transportation
  • ADB will continue its partnership and support to
    CAI-Asia
