Food Safety
  • Food Safety deals with handling, preparation, and
    storage of food in order for the prevention of
    foodborne illnesses. It also includes procedures
    necessary to avoid potentially severe health
    hazards.
  • Many different agencies are responsible for the
    general safety of food products sold to people
    and animals. Some include
  • Government
  • FDA US Food and Drug Administration
  • USDA US Department of Agriculture
  • FSIS Food Safety and Inspection Service
  • CDC Centers for Disease Control and Prevention
  • Local
  • Bear River Health Department

  • Passed in 1906 the Federal Food and Drugs Act,
    gave jurisdiction to regulate items.
  • Agency in charge of most food products (other
    than meat and poultry), human and animal drugs,
    therapeutic agents of biological origin, medical
    devicescosmetics and animal feed.
  • It also monitors the manufacture, import,
    transport, storage, and sale of about 1 trillion
    worth of products annually (which costs
    3/person in taxes)
  • Inspect more than 16,000 facilities/yr and try to
    continue inspecting more.

  • Agency responsible for developing and executing
    U.S. federal government policy on farming,
    agriculture, and food.
  • Help with farmers, ranchers, the agricultural
    market, safety of food and prevention of hunger
    in US and internationally.
  • FSIS Responsible for ensuring that the
    nation's commercial supply of meat, poultry, and
    egg products is safe, wholesome, and correctly
    labeled and packaged, as required by the Federal
    Meat Inspection Act, the Poultry Products
    Inspection Act, and the Egg Products Inspection
    Act.

  • Government Agency that serves as the national
    focus for developing and applying disease
    prevention and control, environmental health, and
    health promotion and health education activities
    designed to improve the health of the people of
    the United States.
  • They also work with other countries to help them
    work on their disease control. This is probably
    very useful in controlling imported foods that we
    buy very often from other countries.

Food Handlers Permit
  • Provide knowledge on food handling to the general
    public.
  • Good for 2 years, can be obtained as cheap as 10
  • Necessary for employment in a company that
    makes/handles food.
  • Teaches how to keep yourself sanitary to prevent
    passing diseases/sickness.

Tomato Recall - Salmonella
  • According to CDCs weekly report (Apr 2005),
    Salmonella outbreaks in 2004, came from Roma
    tomatoes.
  • There were 561 outbreak-related illnesses
    reported.
  • Occurred in 18 US states and Ontario, Canada.
  • Inspection happened in nine facilities, no real
    root of the problem was found. Of all the places
    inspected, Florida packing house A and one
    associated farm were in active operation at the
    time of inspection.
  • Can spread from infected surfaces or equipment if
    not properly cleaned. Also from children who
    played with turtles or iguanas and eat without
    washing hands.

Many people were infected in the multiple
outbreaks that occurred in 2004. Contaminated
Roma Tomatoes in the US and Cananda. 18 US
states and one province in Canada (Ontario) had
reports of sickness from Salmonella.

Salmonella
  • Multiserotype Salmonella Outbreak
  • In July 2004, 429 Salmonellosis cases in 9 states
    found. Nobody died, 30 of patients were
    hospitalized.
  • S. Braenderup Outbreak
  • Summer 2004, 125 cases of this infection in 16
    states (Northeastern states). 0 deaths, 20
    of patients were hospitalized
  • S. Javiana Outbreak
  • July 2004, outbreak occurred in Ontario, Canada.
    Seven cases of this infection, 14 were
    hospitalized. Patients had all eaten from the
    same restaurant. Figured Roma tomatoes were the
    problem since it was common among all patients.
  • Salmonella (Bacteria) poisoning causes stomach
    and intestinal swelling. Symptoms include
    nausea, diarrhea, vomiting, cramps and pain.
    People usually get it for four days and it goes
    away in five to seven days.

Spinach Recall E. coli
  • According to FDA News (March 2007), the outbreak
    last fall that was associated with contaminated
    Dole brand Baby Spinach and resulted in 205
    confirmed illnesses and three deaths.
  • The Spinach was processed in Cali and distributed
    nationwide.
  • Sources of contamination could be from wild pigs,
    or because the water used to grow spinach could
    have been from areas where animal feces could
    contaminate. There are many ways of
    contamination so the real source was not found.
  • In this case water was probably not the source of
    transportation.

E. Coli
  • Bacterial infection, different kinds (STEC and
    0157).
  • Can cause diarrhea. More severe kinds of E. coli
    can cause urinary tract infections, respiratory
    illness and pneumonia, and other illnesses.
  • Transmission could come from humans, animals
    and/or water. Sometimes drinking water can be
    contaminated.

Pet Food Recall - Melamine
  • In March 2007, FDA found out that dog and cat
    food was making pets sick and die.
  • The pet food is contaminated with melamine (a
    substance that is used in industries to make
    plastic resin and is a metabolite of a
    pesticide).
  • It came to the US from China as vegetable
    proteins and used to make ingredients for not
    only pet food, but farm animal food and fish food.

Big named pet food has been recalled Dog ALPO,
Americas choice, Diamond Pet food, Best choice,
etc. Cat Americas Choice, Authority, Best
choice, Despar, Diamond Pet Fd, etc

Pet Food Recall
  • All contaminated pet food, animal food, fish
    food, and vegetable proteins continue to be
    recalled and destroyed.
  • Another thing to think about is that some of the
    animals that ate the contaminated food has been
    made into food for humans.
  • BUT, scientists have determined that there is
    very low risk to human health from consuming food
    from animals that ate tainted feed.

Seafood Recall
  • As of May 2008, the FDA shut down Hope
    Food Supply Inc. and ordered it to
    recall all of its products made after 2007
    from the Pasadena, Texas facility.
  • It was supposed to implement a Hazard Analysis
    and Critical Control Point (HACCP) plan, but
    since it didnt they have been shut down and
    cannot operate until they have implemented an
    FDA-approved HACCP plan.
  • The FDA's HACCP regulations require that all
    seafood processors develop and implement adequate
    HACCP plans that identify all food safety hazards
    that are likely to occur for each kind of seafood
    product that they process, and set forth
    preventative measures to control those hazards.

Seafood Recall (maybe) Bacteria
  • Hope Food Supplys seafood products could harbor
    pathogenic bacteria such as Staphylococcus aureus
    and Listeria monocytogenes. Food products with
    these kinds of pathogens can cause serious
    illnesses in people who eat them.
  • They made dried smoked catfish or other smoked
    seafood products.

Previous Peanut Butter recalls
  • As of March 2007, the FDA had recalled Peter Pan
    and all Great Value peanut butter beginning with
    the product code of 2111, including peanut butter
    toppings, back to October 2004.
  • Salmonella outbreak from ConAgra company.
  • This recall is older news and jarred peanut
    butter is now considered safe.

Peanut Butter Recall Salmonella
  • The FDA and CDC have found a peanut-processing
    plant (part of the Peanut Corporation of America)
    in Blakely, Georgia as a root of a huge problem
    in the US.
  • Items being recalled are peanut butter and peanut
    paste that is used in cookies, crackers, cereal,
    candy, ice cream, pet treats and other foods.
  • Big named peanut butter brands sold in stores are
    NOT part of this recall .

There is a list of products on recall that is
updated very frequently (even daily) to let
consumers know which product they should not eat
and are on recall. So far 2,100 products in 17
categories have been voluntarily recalled by
more than 200 companies, and the list continues
to grow.

Affect of Peanut Butter Recall
  • According to an article published Feb 10th in the
    New York Times, it says
  • The contamination scare has been associated
    with 8 deaths and more than 500 illnesses and has
    led to one of the largest food recalls in the
    nations history
  • It also says that this has had a big affect on
    Peanut Butter sales and theyve gone down a lot.
    People should realize that store PB is safe.

In the News
  • The Associated Press has an article about a
    branch of the Peanut Corporation of America in
    Plainview, TX. The company voluntarily closed
    its doors but all the products that have ever
    left this plant are now on recall also.
  • Inspectors checked this branch. Reported in the
    article The agency says dead rodents, rodent
    excrement and bird feathers in a crawl space
    above the production area.
  • Another article had employees who stated that
    when it rained, the roof would leak and they were
    supposed to put up tarps so it didnt rain on
    them.

What we are doing about this
  • There is a criminal investigation going on
    because they found positive tests for Salmonella
    and shipped the product anyway.
  • Like mentioned in the video, Obama says that they
    are going to do a total review of FDA operations.
  • I think the inspectors should interview the
    employees and ask them questions.
  • There is talk about separating the FDA into
    different agencies, with Food by itself.
