Transmission Overview
  • Given the current transmission constraints, many
    of the proposed renewable energy projects located
    in the southwestern US are not economically
    feasible.
  • In addition, the constraints make it highly
    unlikely that states like California will succeed
    in complying with their Renewable Portfolio
    Standard goals.
  • Therefore, the opportunity exists to develop
    green transmission lines that connect the
    renewable energy resources of the High Plains
    States to the population centers of the
    southwest.

RETA Overview
  • RETA was established (2007) to address these
    critical transmission side needs to achieve
    NMs clean energy-related economic
    diversification objectives.
  • RETA will complement NMs focus on renewable
    energy (wind, solar, etc.) development for export
    to out-of-state markets.
  • RETA will coordinate with other regional
    transmission initiatives to establish interstate
    transmission corridors.

Blackline Energy Overview
  • Sharing RETAs vision, Blackline Energy Corp
    (Blackline) was formed in 2007 to develop new
    transmission lines to meet the demands of the
    renewable energy markets in the southwest.
  • Blackline has the ability to secure right-of-ways
    that would connect the renewable energy resources
    of the southwest to the population centers of
    Arizona, Nevada and California.
  • A sister company to Blackline, Trail Energy Corp,
    is evaluating several wind energy projects
    throughout the western US, focusing on federal
    mandates to locate renewable energy projects on
    public lands.

Proposed Project Overview
  • Blackline is proposing a green corridor that
    would originate in the High Plains/Caprock area
    of NM and culminate in the Victorville, CA area.
  • The proposed corridor will utilize the
    efficiencies of an AC/DC hybrid transmission
    system that will have two DC injection points.
  • The first injection point will be located around
    Tucumcari, NM to incorporate these highly
    productive wind resources, while the second
    injection point will be located in northeastern
    Arizona to take advantage of conventional energy
    resources.
