2European Charter on Alcohol
- The Charter provided countries with ethical
principles and goals for developing comprehensive
alcohol policies and programs, and was endorsed
by all Member States of the European Region.
3European Alcohol Action Plan
4Overall objectives
- Generate greater awareness of, provide education
in, build up support for public health policies
that address the task of preventing the harm that
can be done by alcohol

- Reduce the risk of alcohol-related problems that
may occur in a variety of settings such as the
home, workplace, community or drinking
environment - Reduce alcohol-related harm such as fatalities,
accidents, violence, child abuse and neclect, and
family crisis

- Provide greater protection from the pressures to
drink for children, young people and those who
choose not to drink alcohol - Provide accessible and effective treatment for
people with hazardous and harmful alcohol
consumption and those with alcohol dependence
7National Action Plan
- All Member States should create their own
National Action Plan - About half of the 51 Member States have done this
so far - Evaluate beginning of 2003 midterm report RC 53

- Health promotion programmes in educational

educational institutions are alcohol-free

- Promote greater understanding of the negative
consequences of drinking - Training of servers

- Provide help for young people with drinking
problems
10European Alcohol Information System (EAIS)
- Periodic and systematic collection and
presentation of reliable and up-date information
about situations, trends and developments
concerning alcohol consumption, related harm,
policies and evaluated alcohol programmes, from a
clearly defined baseline, for the purpose of
policy making
11Tasks of EAIS
- Measure alcohol consumption, health determinants
and alcohol policies throughout the region - Provide countries with information to make
comparisons and support the development of a
national health policy on alcohol - Facilitate planning and implementation of
community programmes to reduce alcohol
consumption and related harm

- Follow and evaluate the Second European Alcohol
Action Plan (EAAP) - Follow and evaluate the progress of the
declaration from the Ministerial Conference in
Stockholm, February 2001
