Problem Justification
The uranium mining sites have been operating in
Russian Federation, Kazakhstan, Kyrgyzstan,
Tajikistan and Uzbekistan for more than 60 years.
During this period of time, the territories of
these countries accumulated a significant amount
of uranium waste bearing uranium, thorium and
daughter radionuclides. Management of such kind
legacy waste is a complex and resource consuming
task to ensure safe long-term storage and final
remediation. Joining efforts, knowledge, and
experience of all EurAsE? member states in
dealing with remediation of radiation hazardous
sites within uranium-mining areas and processing
plants will allow common methodology and
principles to be developed for remediation,
significantly reduce time of remediation and
substantially increase efficiency at lower cost.

Area of radiation hazardous sites 80
km2 Affected area 200 km2
Uranium tailing storage sites and mine dumps in
Kyrgyzstan pose high environmental threat and may
cause contamination of basins and beds of Naryn,
Syrdarya and Chu rivers. Special attention
should be given to the situation in Tajikistan
where the low level of remediation has been
achieved if compare with other EurAsEC member
states and former uranium-mining sites are of
real transboundary threat.

Purpose of Program
The main purpose of the Program is to reduce
risk of emergencies with radio-ecological impact
to the EurAsEc territories affected by
uranium-mining and processing productions,
develop remediation equipment and technology and
provide safe and secure living in these
areas. The following areas were selected as a
primary target - Kadji-Sai and Min-Kush
(Tailing dump TujukSu) in Kyrgyzstan, and-
Taboshar in Tajikistan. According to the
experts of EurAsEc, these areas would threaten
transboundary cataclysms and require remediation
as a top priority task.

Preliminary Assessment of Social Efficiency
Social efficiency of the Project is provided
by - Decreasing social and psychological tension
among the residents living in areas affected by
uranium-mining industry. - Decreasing of
morbidity rate for residents in affected areas.

Main Activities for the Program Implementation -
I
  • Establish a set of criteria defining level of
    threat caused by radioactive sites and the sites
    rating.
  • Specify information on uranium sites and EurAsEC
    territories requiring remediation, develop a map
    showing radio-ecological and physical-mechanical
    characteristics of the tailing dumps.
  • Develop engineering and technical database
    containing solutions on remediation of former
    uranium-miming and processing plants in EurAsEC
    territory.
  • Develop an intergovernmental system to monitor
    radioactivity at territories of uranium-mining
    and processing productions.
  • Improve and develop new elements for
    organizational and medical and sanitary measures
    assuring radiological safety for residents.

Main Activities Required for the Program
Implementation - II
- Justify and select state-of-the-art
remediation technologies for radioactive
hazardous sites in Kyrgyzstan and Tajikistan. -
Develop remediation projects for each selected
site. - Review remediation projects by state
authorities in Kyrgyzstan and Tajikistan.
- Fulfill remediation and test basic elements of
the safety assuring system for the selected
radiation hazardous sites and apply the
experience thus gained to EurAsEC territories. -
Develop transnational institutes to perform
remediation at contaminated areas affected by
uranium-miming and processing productions. -
Develop a system monitoring environment and
health of residents at remediated areas. - Train
national personnel for Kyrgyzstan and Tajikistan
in environmental and health monitoring.

Funds and implementation
Funds Required for Draft ITP Development As of
March, 2009, the estimated costs for draft ITP
development is 15 million Russian rubles.
ROSATOM as a Customer develops draft ITP on
its own funds to the end of 2009. ITP
implementation dates Activities for ITP
implementation are scheduled to be completed in
2011-2016. Estimated amount of finance required
for ITP implementation As of March 2009,
funds required for ITP implementation is
1 008,74 mln. rubles (K27 896, 590).

Kazakhstan and Russian Federation to improve
and increase efficiency of national projects
aiming at assuring radiation safety of
decommissioned uranium-mining productions, to
develop and implement a system for ecological
monitoring of remediated areas, and to assure
ecological safety of the operating uranium-mining
productions. Belarus - to improve and increase
efficiency in assuring radiation safety of the
population. Kirgizstan and Tajikistan to
establish national systems for radiation safety
and remediation of the uranium-mining sites and
