- Provide a brief overview and status of a few
environmental permitting related initiatives that

- These projects are not centrally managed,
directed or controlled. - We have assembled an informal interest group
consisting of participants and leaders of various
initiatives. Intent is for us to - Come together and share

- Identify opportunities to leverage and integrate
efforts / solutions

- We provide direct assistance to businesses and
individuals as they navigate complex state, local
and federal environmental regulations. - We provide leadership across government agencies
and jurisdictions to improve and simplify
Washingtons regulatory system. - We partner with DIS, other federal, state local
agencies and associations on key initiatives - Enterprise Business Portal (business.wa.gov)

4JARPA Plain Talk (Overview)
- Multi-agency team with representation from city
and county associations working to plain talk and
improve the JARPA application process. - Focus of effort at this juncture is on improving
the application process to make it easier to
understand and submit a complete application. - Improvements being worked on include
- Plain talk.
- Improve form layout that is easier to read.
- Provide instructions help that are
understandable to a novice applicant. - Improve logic and sequencing to the questions.
- Scalable to accommodate novice, one-time JARPA
self-preparer, to seasoned, experienced JARPA
preparer. - Necessity review of all questions by the
agencies for relevance today and importance in
the initial application.

- ePermitting.org (soon to be ePermitting.wa.gov)
- Provides information guidance
- Provides guidance for which permits to obtain.
- Provides help for filling out JARPA applications.
- Provides JARPA form for download.
- Provides the Unique Project Identifier for the
new JARPA application. - Currently used by all applicants, currently used
statewide. - Includes a collaborative project management
workspace - Provides a secure place for applicants to upload
their JARPA and associated documents. - Allows the applicant to invite agency reviewers
to review their documents. - Supports threaded discussion function for
communication between agency permitters and the
applicant. - Currently used by WSDOT for select projects,
currently used statewide.

- Schedule
- Effort underway to move site from external
hosting provider to DIS hosted services by May
2008 - Change web address to ePermitting.wa.gov (note
ePermitting.org will still work) May 2008 - Portal will be updated with the new plain-talked
JARPA, new guidance and to provide a Unique
Project Identifier needed for the new
application. - Continue to maintain and enhance information and
guidance on portal on-going. E.g. Add SEPA
information and example checklists.

(Overview)
- As a part of this phase of the project, we will
- Build and deploy a web-based decision support
tool for use by local, state and federal
permitting agencies for public infrastructure
projects in Clark County. - Provide consistent design and development
measures for applicants to use in permit
applications and supporting documents. - Provide consistent target conditions that
agencies can use to condition permits and
supporting plans. - Adopt a coordinated, consistent, and transparent
process to evaluate permit applications. - Improve the capacity of the applicant to provide
better permitting information. - Improve the communication between applicants and
permitters to analyze project alternatives,
identify impacts and mitigation opportunities,
track compliance, and determine cumulative
effects.
