Why a Preparatory Action on Security Research?
  • A Commission immediate response to requests from
    the Council, the European Parliament and the
    European Industry
  • A Commission contribution to the wider EU agenda
    to address challenges threats set out in the
    European Security Strategy
  • With the ultimate goal to work towards a
    fully-fledged programme to advance security of
    European Citizens through research and technology
    from 2007

Some  Security  Challenges
  • Europe is facing new threats, more diverse, less
    predictable
  • Enlargement process will lead to an increased
    population, increased territory, direct borders
    with less stable regions
  • Need to invest in a European security culture
    supported by a credible EU industry
  • Need to address fragmentation and capitalize on
    existing RTD activities, capabilities and
    competences
  • Need to develop synergies between civil and
    military research, between public and private
    sectors
  • Need to stimulate coherence, coordination and
    investment

PASR main features
  • An initiative outside the 6th RTD Framework
    Programme
  • A planned duration of 3 years (2004-2006)
  • An overall planned budget of 65M
  • of which 15M for the year 2004 (approved)

PASR overall objectives
  • To contribute to the improvement of Security of
    the European Citizens
  • To enhance EU Industrial Competitiveness
  • To reinforce the basis to underpin policy
    decisions
  • To explore conditions and mechanisms of an
    environment favourable to enhance European
    scientific, technological and industrial
    capabilities in the field of security
  • To define the priorities at Community level of a
    future EU Security Research Programme

  • Broad comprehensive security concept going beyond
    military aspects and security of States with
    focus on the security of EU citizens
  • multidisciplinary and multisectoral with a clear
    European dimension and Community added value
  • mission- oriented approach

  • Improving situation awareness
  • Optimising security and protection of networked
    systems
  • Protecting against terrorism (including
    bio-terrorism and incidents with biological,
    chemical and other substances)
  • Enhancing crisis management
  • Achieving interoperability and integrated systems
    for information and communication

Improving situation awareness
  • Aim Identify and address main threats that could
    affect Europe
  • Land and sea borders
  • Assets of global interest
  • Information gathering and processing
  • Sharing of intelligence
  • Development and demonstration of concepts and
    technologies to enhance borders and assets
    surveillance

Optimising security protection of networked
systems
  • Networked systems communications systems,
    utility systems, transportation facilities,
    networks for (cyber) commerce and business
  • Aim to analyse the security of use,
    vulnerabilities, and identification of
    interdependencies to show how to implement
    protective security measures against both
    electronic and physical threats

Protecting against Terrorism
  • To identify and prioritise the material and
    information requirements in combating and
    protecting against terrorism
  • To demonstrate technology solutions for threat
    detection, identification, protection and
    neutralisation
  • To demonstrate technology solutions for detection
    of containment and disposal of threatening
    substances.

Enhancing crisis management
  • Aim to address the operational and technological
    issues for crisis prevention, operational
    preparedness and management of declared crisis.
  • Development of shared information management
    tools and models to facilitate the efficient
    integration of diverse emergency and management
    services

Achieving interoperability and integrated
systems forinformation and communication
  • Aim to develop and demonstrate interoperability
    concepts enabling the linking of existing and new
    assets in clusters.
  • Development and demonstration of concepts and
    architectures for internationally interoperable
    systems and standards. Attention to be given to
    dependability, organisational aspects, protection
    of confidentiality and integrity of information.
