  • 10 year effort that began in 1993
  • Chicago Recovery Alliance and clients encouraged
    AFC to take issue on
  • Introduced legislation each year for six years
  • Finally made it out of committee in 1999
  • Launched and sustained full-fledged campaign

What the law does…
  • Amended IL Drug Paraphernalia Act
  • Permits non-prescription syringe purchase by
    those 18 and older
  • Pharmacists can refuse
  • Allows adults to possess up to 20 syringes
    without a prescription
  • Pharmacists are not required to record
    individuals purchasing syringes
  • Requires syringes be kept behind pharmacy counter
  • Disposal guidelines
  • Educational materials

How we did it…
  • Compiled all syringe access research
  • Built diverse coalition
  • Coalition for Responsible Syringe Policy
  • De-emphasized AFCs role
  • 22 endorsing organizations
  • Recruited bipartisan sponsorship

How we promote disposal…
  • Partner with IDPH to distribute sharps containers
    to non-prescription syringe purchasers
  • Program participation is free for pharmacies and
  • Nearly 1,100 Illinois pharmacies and 50 CBOs
  • 43 of the Illinois pharmacies are enrolled in
    the Sharps Container Disposal Program
  • BUT only 29 say they are enrolled

Is it working???
  • UIC Study of Pharmacists Attitudes
  • 95 aware of law
  • 13 increase in willing to sell syringes.
  • 2004-51 2007-64
  • 79 report selling syringes w/o prescription.
  • 77 report customers requesting syringes.
  • More than 85 willing to provide information on
  • injection-related infections, OD prevention,
    disposal, treatment referrals
  • Separate UIC survey of 94 IDUs 18-25 years,
