10Cluster operational model
Cluster
CM organization
Area to be influenced
Freely shaped structure
- The cluster organizes freely and can choose any
form (association, atypical contract, foundation)
- Acts in the interest of the members
Governance
- Its services are business oriented
CM
Services and Compensation
- Its government and its decision making processes
are defined by the members
- Transparency in its operations for the members
and for the institutional system
Cluster
- The cluster controls directly or via a contract
the CM organization
The result is a cluster development system model
that can be interpreted in the same way by all
stakeholders
