Background
  • The European Union has a very complete set of
indicators to measure the development of the
    Information Society in general.
  • For the specific question of eGov, a set of 20
indicators evaluates basic public services (12
for citizens and 8 for enterprises)
  • This metric is insufficient to evaluate a service
    out of this list.

Background
  • eGOBS uses a different methodology
  • It is a metric to evaluate the quality of an eGov
service, focusing the evaluation on the web site
through which it is made available to citizens,
    enterprises and other administrations.
  • It includes measures of
  • Context ? Inputs
  • Outputs ? Impacts (Results)
  • All of them are very important to measure
    efficacy and efficiency.

Model
  • With this model, a tool has been built to
    recopilate up-to-date information on the
web-site-based eGov service which is the object
    of study
  • Grade of penetration of Internet in the local,
    regional and national context.
  • Directives regulating its development and use.
  • Functional quality, evaluating directly the web
    page.
  • Functional quality, interviewing the managers and
technicians responsible for its installation and
    maintenance
  • User satisfaction (provided by the organization)

  • Data for evaluating the indicators must be
    obtained from four different sources
  • Statistical databases
  • Bibliographic catalogues
  • Observation and analysis of eGov portals
  • Interviews with responsible and informed persons

questionnaire depending on the sources from where
    the data comes
  • Phase 0 questionnaire Data from statistical
    agencies.
  • Phase I questionnaire Data from bibliographic
and textual databases and search engines.
  • Phase II questionnaire Data from the web site
    analysis.

Results
  • Theoretical Information on the relevance and
    validity of the model.
  • Empirical Information on the eGov development
policies, products and services in different
    contexts and organizations
  • Operative Information on the costs and problems
of of this kind of studies.
  • Methodological Information on the best and
    redundant indicators after a statistical
analysis of the results in order to obtain a
    smaller and more economic model.

Conclusions
  • The EGOBS methodology is rich enough to show all
the complexity of the eGov phenomenon.
  • The promoting group is committed to its
    improvement and open to partnerships.
  • The tool is useful for different purposes
  • Comparative evaluation of a set of institutions.
  • Provide a diagnosis of a specific institution
looking for an internal or external audit
  • The next step is as country Bulgaria and another
    interested organizations and institutions we
have applications from Argentina and Spain
    (Baleares and Galicia)
