1
Meeting the Proposed Standards
  • Materials/Processes Development -
  • Challenges and Lead Time

2
Vendor/Barrier EstablishmentApprox. 12 Months
  • Determine barrier type
  • Source barrier treatment vendors
  • Resolve logistics issues
  • Produce prototype tanks

3
Materials/Processes DevelopmentApprox. 12 Months
  • Produce and test prototype tanks for each
    configuration
  • Initial laboratory permeation, safety and
    durability tests
  • Manufacturer controlled in-use operational
    vibration, environmental stress and high
    temperatures tests
  • Resolve design and redesign issues

4
ARB Tank Test ProcedureApprox. 6 Months
  • Conduct ARB proposed test requirements for each
    production tank configuration
  • Resolve compliance issues
  • Submit applications to ARB

5
ARB ApprovalApprox. 3 Months
  • Resolve Manufacturer v. ARB issues
  • ARB approves application
  • ARB issues EO for each tank

6
Mass Production Ramp-up3-6 Months
  • Final design changes
  • Machine and tooling modifications delays

7
Vendor Capacity LimitationsUnknown Abilities
Delays
  • Industry demand may exceed capacity
  • Volume limits vendor investment of capital

Custom Pak Letter Summary
  • Capital Cost - 700K per machine(18 machines),
20-40K per mold(10 molds for Echo alone).
  • Production Space - machines are 25-30 larger
than current, and will require new and larger
    facilities.
  • Learning Curve - new process for blow molders.
Time invested in the beginning will return an
accurate and repeatable process which is key for
    quality control.
  • Material licensing agreements - lengthy
negotiations over cost and quantity of material
available to make prototypes. It took Custom Pak
12 weeks to obtain material. Cost for material
in production quantities is unknown, which
    makes Benefit/Cost ratio analysis fuzzy.
