Why ?

• I-SID ( part of I-TAG ) is the service delimiter.
• Keep the single lookup architecture that is the
  basis for all PWs.
• The label uniquely indicated what the egress port
  is, and what the header re-writing procedure is.

• Draft uses rfc4448 as a template.
• Need to incorporate some comments
• Congestion handling text.
