• Highly Qualified teacher is a minimum
  requirement
• Highly Effective teacher is the goal

Goals

• Ensure Parents Right to Know.
• Ensure that schools submit complete and accurate
  data.
• Increase the percentage of classes taught by
  highly qualified teachers in core academic
  areas.
• Ensure that poor or minority children are not
  taught by inexperienced, unqualified, or
  out-of-field teachers at higher rates than other
  children.
• Increase the percentage of schools that make
  adequate yearly progress toward the goal of
  improvement in student achievement in reading and
  mathematics.

Federal NCLB Highly Qualified

• Hold a bachelors degree
• AND
• Hold a valid Arizona Teaching Certificate
  (intern, provisional, or standard)
• -Charter school teachers are exempt from this
  certification requirement.
• -Exception Special Education teachers must be
  appropriately certified for the Special
  Education area in which they teach.
• Demonstrate content competency

The Process

• Within the first 4 weeks of school complete the
  following
• Download the Highly Qualified Teacher Attestation
  and Principal Attestation forms.
• -08-09 Forms Available Shortly

• Make copies of the Attestations for each core
  academic teacher
• -Elementary
• -Middle/Junior High, High School, Visual Arts
  Music
• -Special Education
• -REAP

The Process

• Have teachers complete the appropriate Teacher
  Attestation and obtain documentation verifying
  their highly qualified status.
• Review all Teacher Attestations and verify the
  documentation (attach documentation to Teacher
  Attestation).
• Assist non-highly qualified teachers on their
  Individual Teacher Plan.
• Teacher receives copy of Teacher Attestation and
  Individual Teacher Plan.

The Process

• Send letters of notification to parents of
  students in the classes of non-highly qualified
  teachers (maintain a copy of the letter and the
  date distributed to parents at the site).
• -Requirement for Title I Schools only.
• -Strongly recommended for all schools.
• Complete the Highly Qualified Teachers Summary
  School Report and forward to the Superintendent.
• Complete and sign the Principal Attestation (hold
  one copy and forward one copy to the district
  office to keep on file).
• All attestations with documentation are kept on
  file for easy access.

• Store the files at the school site or at a
  district site (district decision).

Parents Right to Know

• Title I School-wide and Title I Targeted
  Assistance Programs.
• LEAs must provide parents with a timely notice
  that their child has been taught for four or more
  consecutive weeks by a teacher of core academic
  subjects who is not highly qualified.
• LEAs must notify parents of students attending
  Title I School-wide and Title I Targeted
  Assistance Programs that parents may request
  information on the professional qualifications of
  the students teacher.

Parents Right to Know

• The information must state whether the teacher
• -Meets State Qualifications/Licensure
  requirements (for charters this would be
• for Special Education teachers).
• -Has a baccalaureate degree.
• The child receives services from a
  paraprofessional and the qualifications of the
  paraprofessional.

  ACT of 2001, Title I schools are required to
  provide parent notification when a teacher does
  not meet the requirements of a highly qualified
  professional as outlined in NCLB legislation. We
  value (Teachers Name) as a faculty member at
  (School Name). Although (Teachers Name) is
  qualified to teach in State of Arizona, charter
  schools, he/she does not meet the criteria for
  being highly qualified according to the NCLB
  guidelines. (Teachers Name) has been a
  successful teacher at (Name of School) and we are
  happy to have her/him be a part of our staff.
  Although (Name of Teacher) does not currently
  meet the highly qualified criteria, (he/she) will
  be completing the necessary highly qualified

• On-line data system to report highly qualified
  status of core content teachers.
• The Arizona Department of Education uses this
  data to report to the U.S. Department of
  Education.
• District determines who is responsible for
  managing the data for the LEA.
• The LEA representative must be provided with
  Common Log-On access.
