1040 MeF Timeline

• IRS plans to rollout 1040 MeF using a three-phase
  strategy over three years
• The first phase of 1040 MeF occurs in January
  2010 and will include Form 1040, Form 4868 and 20
  1040-related forms and schedules that can be
  attached to the 1040.  The complete list is found
  on the Forms for 1040 MeF Program webpage. MeF
  will accept only the current TY 2009.
• The second phase of 1040 MeF occurs in January
  2011 and will include the same forms as the first
  phase, additional hardware and code optimization.
  MeF will accept the current TY 2010 and prior
  year TY 2009.
• The third phase of 1040 MeF occurs in January
  2012 and will include the remaining forms filed
  under the current individual e-file program.  MeF
  will accept the current TY 2011 and 2 prior years
  TY 2010 and TY 2009.
•    Once MeF is fully implemented, the legacy
  program will be phased out over an extended
  period of time.

1040 MeF Update - Fed/State MOU

• The 1040 MeF Fed/State MOU is patterned after the
  1120 MeF Fed/State MOU and the current Legacy
  Fed/State MOU
• A Draft copy of the MOU was sent to our Fed/State
  distribution list in November for review
• Responses from 9 states were received
• The IRS Internal document clearance process will
  begin very soon
• The MOU is expected to be ready for distribution
  to the states in early June

• Changes made to the Header schema for TY2008
  include
• New efileTypes
• ConsortiumType Used to indicate if a return was
  filed using the English or Spanish Free File
  Program or Free Fillable Forms. The restriction
  base is StringType with a choice of English
  Free File, Spanish Free File or Free Fillable

• PartnersPageFilingType Used to indicate if a
  return was filed using the English or Spanish
  Partners Page (Affordable Filing Program). The
  restriction base is StringType with a choice of
  Partners Page English or Partners Page

• PinCodeType Used to indicate the type of PIN.
  The restriction base is StringType with a
  choice of Practitioner, Self-Select

  with a choice of Taxpayer or ERO

• Jurat Disclosure Code changed from choice of
  codes O,S, or P to a choice of Online Self
  Select PIN, Self Select PIN By ERO, or
  Practitioner PIN
• Spouse Signature Date has been added
• Paid Preparer Data It was brought to our
  attention that this area is inconsistent between
  business and 1040 MeF. We are researching this
  issue to determine what best suits the needs of
  all. Please share any input you have.
• Removed IP from in front of the Routing Transit
  Number, Depositor Account Number, and Email
  Address
• Email Indicator has been removed
• IP address needs research. Please provide any
  input you have
• Paper Document Indicators have been changed to be
  more specific
