Title: Recommendations for Consistent ENC Data Encoding

1
Recommendations for Consistent ENC Data Encoding
  • Barrie Greenslade
  • TSMAD Chair

2
Background
  • 2003, first published by IC-ENC.
  • Targeted common consistency issues
  • Introduced simple SCAMIN recommendations
  • 2004 Endorsed by TSMAD and adopted by CHRIS
  • July 2004 CL 47/2004 accepted by MS

3
Background
  • April 2006, IC-ENC tasked by JTEWG (IC-ENC
PRIMAR) to develop more comprehensive SCAMIN
    rules.
  • Dec. 2006, SCAMIN consultative document
    distributed for comment.
  • March 2007, as a result of an action from WEND
the original paper was re-circulated for MS
    approval as a T.R. by CL 32/2007.

4
Background
  • April 2007, new SCAMIN proposal trialled by
    Germany, Netherlands and UK.
  • Early May 2007, proposal distributed to JTEWG and
    TSMAD members.
  • Late May 2007, approved by JTEWG and forwarded to
    TSMAD for endorsement.
  • June 2007, Endorsed by TSMAD subject to a further
    review of compilation scale mapping.

5
Background
  • July 2007, voting on CL 32/2007 suspended by CL
    64/2007 due to
  • Objections to the paper becoming a T.R.
  • Newly developed SCAMIN rules
  • Problems with the mapping between
    compilation/radar scales and navigation purpose
    (usage bands)

6
Background
  • July Sept 2007 several revisions made on advice
of TSMAD members and new version submitted to
    CHRIS for adoption.

7
Analysis
  • Major changes in new version are
  • Navigation purpose removed from mapping.
  • Clarification of compilation scale definition.
  • New improved SCAMIN rules developed capable of
    being automated.
  • May never be the perfect solution and relies on
    good cooperation between neighbouring producers.

8
Conclusion
  • Presentation of data in a seamless environment is
critical to the users perception of data quality
  • Safety contour display is often fragmented.
  • New producers should adopt recommendations
    immediately.
  • Established producers should do so at the
    earliest opportunity.
  • (UKHO have modified 200 ENCs using the new
    version).

9
Recommendations
  • TSMAD chair recommends that CHRIS approves the
new version of Recommendations for Consistent ENC
Data Encoding and prepares a new Circular Letter
    seeking the approval of MS.
  • Add as an annex to S-65 ENC Production Guidance.
