Phase I - Qualification
  • Initial entry into the program, in which the
    member learns and demonstrates the knowledge and
    skills required to perform missions that may be
    assigned.

Phase II - Certification
  • Initial command verification that the member has
    acquired the necessary knowledge and skills, and
    then annual verification that the member has
    retained those skills.

Phase III Currency Maintenance
  • The annual completion of minimum activities
    required to maintain and demonstrate proficiency.
    A member's certification remains valid or
    "current" by completion of annual minimums.

Changes to Chapter 3 Qualification
  • Members with disabilities describes evaluation
    required
  • Adds Personnel Security Investigation for
    eligibility

Changes to Chapter 4 Certification
  • Editorial language corrections
  • Added section on Multiple Residences
  • Certified members with residences in multiple
    regions must be certified for all regions in
    which they desire to conduct patrols. A request
    for certification must be preceded with a letter
    of recommendation from the OTO in the members
    home district to the receiving OTO(s)....This
    process should be repeated every three years.
  • Removed confusing recertification language for
    those previously certified but lapsed active duty
    members.
  • Active duty serving as crew on Auxiliary
    facilities must be authorized by their CO or OINC.

  • General change all specific task or checkride
    contents removed checkride description is in
    Enclosure 1 and Enclosure 2. This eliminates
    mixing the process descriptions with the
    Qualification Guides (material in just one place).

  • Currency Maintenance changes from a 5-year cycle
    to a 3-year cycle
  • Annual minimum underway hours changed crew 12
    hours underway, coxswain 12 hours underway as
    crew or coxswain
  • Annual tasks and associated recordkeeping
    ELIMINATED.

  • The former 5 year tasks done with a QE is now a
    Check Ride done with a QE every 3 years.
  • The checkrides are effectively identical to the
    initial qualification checkrides.
  • QE reports results of checkride to OTO for
    handling, no Auxiliary Information Systems staff
    handling (other than normal patrol handling)

  • Operational Workshops are described as desired
    training, issued every year. If they are
    required, the workshop will be a COMMANDANT
    NOTICE. If required, the workshop must be
    completed by a specific date or the member will
    be put into REWK status.
  • TCT refresher training is required annually,
    given locally (does not require a TCT
    Facilitator). If not done by 30 September, the
    member will be put into REYR status.

  • NavRules 5 year exam is open book, 90 passing.
  • If NavRules lapses, exam must be taken to restore
    certification

Changes to Chapter 5 Recertification
  • As before, if a member fails to meet training
    requirements or currency their certification will
    lapse and their status will be put into REYR.
  • Missing Hours in the previous year The member
    needs to make up ONLY the missing hours. After
    doing this as a trainee, and after certification
    is re-established, the member still has the
    normal 12 hours to perform.

  • Missing hours for more than just the previous
    year 12 hours as a trainee are required before
    certification can be re-established.
  • Missing hours for more than 5 years
    qualification must be started over (all tasks
    done with mentor, then qualification checkride)

  • TRAINING REQUIREMENTS 5 year TCT, NavRules (for
    coxswains), Workshops (if required), annual TCT
    refresher. Missing any of these just requires
    handling the missing item.
  • CURRENCY MAINTENANCE annual hours, triennial
    checkride. Missing hours requires either partial
    year or complete makeup. Missing checkride
    requires performing the checkride (which
    re-establishes the time for the next checkride).
