Union in June 1994 (Agreement entered into force

the EU-Ukraine Cooperation Council on 21 February

the protection of the environment, taking into
account the necessity to improve security of food
supply.The Parties also aim at the gradual
approximation of Ukrainian standards to Community
technical regulations concerning industrial and
agricultural food products including sanitary and
phytosanitary standards. Article 63.
Environment. P.2 Co-operation shall aim at
combating the deterioration of the environment
and in particularthe environmental impact of
agriculture, soil erosion and chemical
pollution.
4EU-Ukraine Action Plan

effectively implement the Hazard Analysis
Critical Control Point system at enterprises and

6ENPI
- From 1 January 2007 onwards the MEDA and TACIS
and various other programmes was replaced by a
single instrument the European Neighbourgood
and Partnership Instrument (ENPI) - This is much more flexible, policy-driven
instrument. It is designed to target sustainable
development and approximation to EU policies and
standards - supporting the agreed priorities in
the ENP Action Plans (as well as the Strategic
Partnership with Russia, which was previously
also covered by the TACIS programme). - For the budgetary period (2007-2013),
approximately 12 billion in EC funding will be
available, an increase of 32 in real terms. - Funds allocated to individual country programmes
depend on their needs and absorption capacity as
well as their implementation of agreed reforms - The budget for Ukraine in 2007- 120 MEUR, in
2008 -122 MEUR, in 2009- 124 MEUR

9Cooperation with DGs -DG SANCO
- No specific direct agreement between DG SANCO-
MAP, however, signature of such agreement might
be considered after WTO accession and within
preparation of FTA (at least, there is a strong
wish of Ukraine to have an extended SPS agreement
with EU) Currently, Ukraine is exporting honey
and live horses to the EU. - In 2005 Food and Veterinary Office (FVO) made an
assessment of the conditions of production of
fishery products intended to be exported to the
EU. - In 2006, FVO carried out a mission to analise the
structure, organisation and functioning of the
control system in Ukraine, with a view to
assessing progress in implementing the priorities
of the EU-Ukraine Action Plan in the sanitary and
phytosanitary area. - In 2006 DG SANCO established a Country Profile on
food and feed safety, animal health, animal
welfare and plant health. - Ukraine has applied to the EU Commission for
approval of the residue control plan for
aquaculture products, bovines, swine and poultry.
- In 2007 Food and Veterinary Office (FVO) carried
out a mission to Ukraine to evaluate control of
residues in live animals and products of animal
origin, including control of veterinary products.
