4INTRODUCTION
- Fiji comprises of more than 300 islands
- 108 islands are inhabited
- Referred to as the hub of the South Pacific
region - Tropical Climate with occasional rain and lots of
sunshine - Total population approx. 800,000
5Fijis Economic Situation
- Fijis economic performance is conditioned by
changes in global and regional demand. Fiji, on
average, has performed reasonably well compared
to other similar countries, particularly those in
the region. - Real Gross Domestic Product (GDP) growth for the
period 1999 to 2004 averaged 2.1 per cent per
annum. GDP growth of 4.1 per cent is estimated
for 2004 - The growth has been attributed to increased
activity in building and construction, wholesale
and retail trade, restaurant and hotel sectors
and recovery in the agricultural sector.

- Trends in GDP per capita, or Income per head,
portrays an indication of the change in average
living standards. At 2002 prices, real GDP per
capita stood at 4,139 in 1999 and is estimated
at 4,326 for 2004. This indicates that living
standards have risen by 4.5 per cent since 1999.
- GDP per capita for the forecast years of
2005-2007 is expected to remain around 2004
levels due to low growth forecasts for these
years.

- Consumption normally represents approximately 60
per cent of the overall national expenditure
Current indicators of consumer spending indicate
that consumption growth has been relatively
buoyant and is currently above 80 per cent of
national expenditure. - Although investment has risen in recent years to
an estimated 16.6 per cent of GDP in 2004, it is
below the average of 20.0 per cent for developing
countries and below the SDP target of 25.0 per
cent of GDP (see Figure 2.1.13).
8Status Country Preparedness
- DNA not formalised
- CDM focal point- Director of Environment,
Ministry for Local Government Housing, Squatter
Settlement and Environment - The FEA is finalising arrangements for
registration of several new hydro projects
(Vaturu and Wainikasou) for certified emission
credits under the Kyoto Protocols CDM - This is expected to provide nearly US0.6 m to
FEA over a 7 year period, expected to be
backdated to July 2005.
9Other possible projects
- Under discussion - Land Filling waste management
by a Malaysian consultant group - and Forest Harvesting and Reforestation by a
local consultant - Several ADB initiatives under discussion.
10FIJI - NATIONAL STRATEGIC DEVELOPMENT PLAN (SDP)
- The SDP is the culmination of consultations with
a wide range of people in the private sector,
NGOs and Government. - Vision A peaceful and Prosperous Fiji. And the
Mission Develop and implement the best
political, social and economic policies to
advance Peace and Prosperity. - International Commitments Being part of the
global community the country has endorsed or made
commitments to bodies such as the UN, WTO, EU,
Regional Organizations. Particular Importance is
the commitment to the UN Millennium Declaration
(Millennium Development Goals)

- Millennium Development Goals The SDP is
consistent with the eight goals set under the
declaration. Govt is committed to achieve these
goals. - Poverty levels has been estimated at around 25.
Both Govt and NGOs undertake poverty alleviation
programmes. Increase has been more pronounced
after the political events of 2000. It is
prevalent throughout all communities. The
increase in trend is also related to the
weakening of the traditional family support
system, limited employment opportunities, weak
coordination mechanisms, inadequate safety nets
and a paucity of poverty statistics.

- The SDP Medium Term Strategy identifies a set of
Strategic Priorities which are aimed at achieving
stability and a higher rate of economic growth in
the country. The Strategic Priorities areThe

- The first MDG concerns the eradication of extreme
poverty and hunger. Two targets are specified
which call for a halving (between 1990 and 2015)
of the proportion of people living on less than
one US per day, and a halving of the number of
people who suffer from hunger. Indicators for
these targets cover the proportion of those in
poverty, the poverty gap ratio (which indicates
the depth of poverty), the share of consumption
going to the poorest 20 per cent, the prevalence
of under-weight children, and the proportion who
are receiving less than the minimum dietary
needs. - Unfortunately, there is very little data
available on the extent, depth or other
characteristics of poverty in Fiji. - From the Participatory Reports and surveys
undertaken have pegged the Poverty levels at
around 20 of the total population.

- Government working in partnership with the Civil
Society to address poverty, approach the
situation through addressing the basic needs.
This includes assisting squatter settlements
(housing needs), education and health and
encouraging SMEs for the poor. - The overall goal of the programme is to reduce
poverty on an annual basis.

- The main policy objective derived for the
programme are as follows - To ensure the provision of minimum and affordable
basic needs to all categories of the poor. - To formalise and strengthen Government and civil
society partnership in alleviating poverty - To create income-earning opportunities for the
poor. - To encourage traditional support mechanisms for
the disadvantaged and provide adequate welfare
support to the destitute. - To ensure the compilation and timely analysis of
statistics on poverty.

of the Economy
- ENERGY SECTOR
- Enhance energy security within the economy.
- Ensure demand for electricity is adequately met
adequately through the available means. - Research, promotion and utilization of renewable
energy applications. - Promote efficient use and conservation of energy.
- A sound and reliable energy information system
for planning purposes.
- RURAL AND OUTER ISLAND DEVELOPMENT
- Ensure the provision of minimum and affordable
basic needs to the rural and outer island
population. - Ensure food and income security for rural and
outer island dwellers. - Strengthen the effectiveness of service provision
to rural and outer island areas. - Develop capacity at grassroot levels for
development planning.

- Improve job growth in the formal and informal
sectors. - Reduce skill shortages.

expanding high value added components. - Improve partnership between Govt and Private

also to rural areas.
