1The School Standards and Framework Act requires
Councils to set, and keep under review, an
Education Development Plan which specifies how
the Council intends to work with its schools to
improve levels of pupil attainment and attendance
2Councils must consult with schools, their
governing bodies and the Diocesan Boards when
formulating, evaluating and reviewing their
Education Development Plan.Councils should
consult with the widest cross-section of
educational stakeholders.
3This new five-year plan, known as Aspiration
and Achievement replaces the previous
three-year plan, known as Successful Schools
4The first plan
- satisfied inspectors in the LEA inspection
- was understood and valued by schools
- was commended for its clarity on school
intervention - was commended for its detailed costing
- delivered improved results in schools.
5Aspiration and Achievement
- is grounded on a thorough audit of where we are
now - our strengths and weaknesses - proposes challenging targets for where we want
to be by 2004 and specifies annual milestones - sets out in detail what we will do over the
first year to undertake the journey

- the lead officer who is the project manager

13Performance Management (1)
- Achieving the success criteria in all the action
plans in a priority area leads to - Achieving the key objectives in each of the

learning in the Councils Corporate Business Plan
14Performance Management (2)
- The project manager of each action plan manages
staff involved with the project and is
accountable to a senior officer for achieving the
success criteria. - Senior officers have responsibility for each
priority area and are accountable to the Deputy
Director for the achievement of the key
objectives. - The Deputy Director is responsible for the plan
as a whole and is accountable to the Council for
the achievement of the plans targetsIn this
way the efforts of all staff are tied into the
achievement of the Councils ambitions.
15Performance Management (3)
- Reports on progress at activity level are
produced every four months. - Reports on progress at priority level are
produced every four months. - Reports on progress of the whole plan are
produced annually. - The Council may wish Scrutiny Commission 3 to
receive the four-monthly reports and hold
officers to account. The Council may wish for
the annual progress report to be presented to the
full Council.
