1. Summary
  • Japan has, since early days, established and
    administrated a transparent regulatory framework
    in the telecommunications sector. The continual
    regulatory reforms including recent efforts for
    further enhancing transparency in licensing
    requirements have contributed to realizing a
    business-friendly environment and to its
    telecommunications industry to become competitive
    in the global market.

    licensing procedures since 1987.

    Regulatory Council before making such regulations
    as licensing procedures, technical standards and
    licensing criteria.
