    the basin.

11
Comp. 2 Human Resources Development
(postgrad)
  • Aims at creating capacity in IWRM at the
    post-graduate levels (training the trainers)
  • Postgraduate degree/diploma Program
  • 2 candidates/country/year starting in Y2 up to
    Y4
  • countries with less capacity (5) will send an
additional candidate every year women candidates
    to be sought.
  • candidates will follow degrees in regional
universities and institutions that already have
postgraduate programs in water policy and
management and are willing to introduce in their
    curricula courses on IWRM
  • candidates should have a bachelors and admission
to a postgraduate program, and apply to the
Training Fellowship Fund, administered by the PMU

12
Comp. 2 Human Resources (cont.) Development
(postgrad)
  • Ph.D. Program
  • 2 sponsored candidates/country with only one
batch of students starting in Y2
  • countries with less capacity (5) will send an
additional candidate women candidates to be
    sought.
  • candidates will follow degrees in international
universities with strong reputation in IWRM and
preferably with strong links with the region (to
carry on relevant research in the region)
  • candidates should have a master's degree and
admission to a PhD program, and apply to the
Training Fellowship Fund, administered by the PMU

13
Comp. 2 Human Resources (cont.) Development
(postgrad)

    Fellowship Facility
  • Selection criteria for training will be specified
by the PMU in consultation with the Steering
Committee at the start of the Project.
  • Final operating procedures will be developed
jointly with the NBI Secretariat in accordance
    with SVP Small Facility Funds.

    Bank, Japan initiative and others.
  • selection based on agreed criteria transparent
    process and sound records

14
Comp. 2 Human Resources
(cont.) Development (long term)
  • Curriculum design and development in IWRM
  • development of a postgraduate regional program in
IWRM, through the development of an IWRM
curricula and modules on selected priority
    themes, by the training institutions
  • creating a strong regional teaching and research
program in IWRM around the Nile Basin
  • Regional workshops (first in Y2 then in Y4) to
select modules and themes, to design the
curricula,, and review modules, with intl
    assistance as needed
  • Linkage to relevant international networks
    (CapNet, WaterNet, GWP, etc.).

15
Comp. 2 Human Resources
(cont.) Development (long term)
  • Developed materials will be available to regional
institutions and owned by the Nile Basin
    Initiative (NBI)
  • Devt of material to be supported by Module
Development Fund managed by the PMU selection
of proposals and regional institutions by a panel
of regional experts (Nile Net). Nile Basin
Capacity Building Network on River Eng. is a good
    start in this direction
  • The developed modules and material will be
subject to peer reviewers to ensure quality and
    relevance, and
  • The curricula will have to go through
    certification and accreditation .

16
Comp. 3 Promoting Basin Interchange
  • This component directly addresses the major gap
there is little interaction among water
professionals in the countries. It includes four
    main areas
  • Establishing and operating the Nile Net at
    country and basin levels
  • Each country will nominate National ATP
Coordinator and Lead Institution Will be the
    backbone to the project
  • Together, the NFIs will form the Nile Net, a
    network of training institutions
  • Will work closely with the Project Management
Unit (PMU) in Cairo in ATP activities in the
    countries
  • At country level - A National Training Committee
consisting of the National ATP Coordinator, the
Training Institution and one other training
center will be formed to plan ATP activities

17
Comp. 3 Promoting Basin Interchange
  • Support to National ATP Coordinators and National
    Lead Institutions includes
  • computers and related communication equipment for
them to interact with one another, and with the
    PMU
  • support to organize national meetings and
workshops to assist in efforts to increase
inclusiveness in the Applied Training Project at
the national level, and to include other water
    training centers in the country
  • allows contracting some expertise and consultants
to assist them in the formulation, management and
    implementation of the programs.

18
Comp. 3 Promoting Basin Interchange
  • Nile Forum
  • ATP will coordinate with other SVP projects, to
foster a Nile Forum that facilitates bi-annual
meetings of a broad cross-section of water
    professionals in the basin.
  • Sustain the ongoing Nile 2002 Conferences and
    exchange.
  • Support participation of training professionals
    in
  • planning and implementation of the Forum
  • selection of key themes and topics in capacity
    building and
  • preparation and presentation of papers and
experiences in capacity building in IWRM in the
basin, including the role of women professionals
    in water.
  • Supports to persuade senior policy makers of the
importance of capacity building in IWRM.

19
Comp. 3 Promoting (cont.) Basin
Interchange
  • Staff Researcher Devt Facility
  • It supports proposals (starting in Y2) in which
two or more basin institutions collaborate
(primarily) on activities related to development
    of teaching material
  • It could also support on-the-job learning through
formal study visit of a water professional from
    one country to another
  • Managed by a Fund Committee to be set up by the
PSC, based on agreed criteria (SVP Small Draw
    down Facility Funds).
  • Experiences to be shared within the Nile Basin.

20
Comp. 3 Promoting (cont.) Basin
Interchange
  • Virtual/Distance learning
  • To augment the efforts of the short and long-term
programs With a view to casting a wider net
for training and exchange of experience
  • An assessment at national and regional levels and
the development of a proposal for expanding
    virtual/distance learning in the basin
  • Some pilot tests will also be carried out under
    this component.

21
Comp. 4 Regional Coordination and
Facilitation
  • Mid and End Term Review
  • Mid term and end term review
  • Mid term in Y3
  • Mid term reallocation after approval by donors.
  • Project Steering Committee Meetings
  • Establishing and Operating the PMU in Cairo
  • Regional Project Mgr, Lead Specialist, Finance
    Officer, Admin/Fund Officer
  • Other Admin Staff
  • Office and Communication Equipment

22
Comp. 4 Regional Coordination and
Facilitation
  • Monitoring and Evaluation
  • Performance Indicators
  • Nile Net is established and functional.
  • Water professionals expertise in selected areas
    of IWRM upgraded.
  • Basin institutions strengthened to deliver
    priority training modules.
  • Exchange of basin experience strengthened.
  • Contribute to overall NBI/SVP monitoring programs

23
Linkages with NBCBN-RE
  • Need to develop an elaborate Collaboration/coordin
    ation mechanism
  • Need for a phased approach to evaluate and
    incorporate lessons learnt
  • Need for information sharing and exchange and
    linkage of websites
  • Utilization of the basin wide technical
    infrastructure and network of professionals
  • Participation in ATP seminars / meetings
