  • TCA Section 6-54-111 reads as follows
  • "(a) The legislative body of each municipality
    may appropriate funds for the financial aid of
    any nonprofit charitable organization
  • ...a nonprofit charitable organization is one in
    which no part of the net earnings inuresto the
    benefit of any private shareholder or individual
    and which provides year-round services benefiting
    the general welfare of the residents of the
    municipalities.

  • TCA Section 6-54-111 - Continued
  • (c) Any nonprofit organization which desires
    financial assistance from a municipality shall
    file with the city clerk a copy of an annual
    report of its business affairs and transactions
    which includes, but is not limited to, a copy of
    an annual audit, its program which serves the
    residents of the municipality and the proposed
    use of the municipal assistance. Such report
    will be open for public inspection during regular
    business hours of the city clerk's office."

General Requirements for Receiving Grants
  • Generally, the organization must show
  • Proof of non-profit status as evidenced by
    acceptance of nonprofit status by the U.S.
    Treasury Department as a Section 501( c )(3)
    under the Internal Revenue Code.
  • Proof of incorporation in Tennessee under the
    Tennessee Nonprofit Corporation Act for at least
    one year prior to application.

  • Generally, the organization must show
  • Documentation which proves that the organization
    has been in operation for a minimum of one year.
    Documentation should include evidence of service
    to the community as well as public (community)
    support.
  • Documentation of fiscal accountability and
    capabilities.
  • Documentation of managerial competence and
    organizational viability.

  • A competitive funding process for designated
    Community Housing Development Organizations
    (CHDOs) which are private nonprofit,
    community-based organizations whose primary
    purpose is to provide decent, affordable housing
    for the community it serves.

HCD Community Housing Development Organizations
  • Designated CHDOs receive certification from the
    City of Memphis indicating that they meet certain
    HOME Program requirements and therefore are
    eligible for HOME funding.
  • Funding for designated CHDOs can be used for
    acquisition, rehab or new construction of rental
    housing and/or homebuyer properties and also
    direct financial assistance to purchasers of
    HOME assisted housing.
  • Funding varies annually. The City set-aside is
    15 of its annual HOME entitlement for CHDO
    projects and 5 of its annual HOME entitlement
    for CHDO operating costs.

    construction or re-development of multi/single
    family homes.

    eligible for new construction and redevelopment
    of either multi or single family dwellings as
    guidelines allow.
