HISTORY OF POLICIESCombined Transport,
Intermodality andModal Shift
  • Combined transport policy (1975) modal shift in
    a tea cup
  • Deals only with sector covering 7 of the freight
market containers, swap bodies and semi-trailers
  • Intermodality I a systems approach to efficient
    transport (1997)
  • Recognises the interdependence and
complementarity of the modes, but is not focussed
on relieving road congestion and improving the
    environmental balance
  • Intermodality II joining-up the modes (2001)
  • White Paper of 2001 gives finality to
intermodality concept a tool to reduce road
    congestion

4
Motorways of the Sea
  • An initiative to provide industry with a powerful
logistics alternative to road transport, in order
to (1) decrease congestion and to (2) increase
    cohesion.
  • High quality, frequent door-to-door intermodal
services, relying on maritime transport for the
    long haul.
  • Hinterland connections with rail and inland
    waterway
  • State of the art information systems and
    administrative procedures
  • New TEN Guidelines - adopted on 21 April 2004
    provides for funding possibilities for
infrastructure projects for Motorways of the Sea
  • Further clarification and concretisation of
concept in the near future (Dutch Council
    Presidency).

5
Intermodal Loading Units
  • Standardisation of Intermodal Loading Units
(ILUs) One box for all modes
  • Commission Proposal on 07.04.2003
  • First Reading in European Parliament on
    12.02.2004
  • Political Orientation of Council foreseen for
    2004
  • Existing ILUs
  • Can be used until the end of their working life
  • Have to be submitted to periodic inspections
  • First one within a five-year period
  • Then every 30 months
  • European Intermodal Loading Units (EILUs)
  • Compatible with road, rail, SSS and IW
  • Stackable (at least 4 units in sea conditions)
  • Can be top lifted
  • Optimised for europallets

    integrated freighttransport serving the
    logistics chain and society
  • Proposed by Commission White Paper on Transport
    (2001)
  • Principles
  • Combine the strengths of each transport mode
  • Best service (efficient, cost effective, green,
    etc.)
  • Single transparent scheme
  • Integrating societal, shippers and operator
    interests
  • Commission Proposal planned for Spring 2004
  • Possible Content
  • Information exchange (planning, management,
    recording)
  • Common transport documents
