1ANDHRA PRADESH PROHIBITION OF RAGGING IN ALL
EDUCATIONAL INSTITUTIONS RULES 2002
- (G.O Ms .No.67 , Higher Education (EC) 31st
August ,2002) - These rules may be called the
- Andhra Pradesh Prohibition of Ragging in all
educational institutions Rules 2002 .
2DEFINITION
- Ragging Means doing an act which causes or is
likely to cause insult or annoyance of fear or
apprehension or threat or intimidation or outrage
of modesty or injury to a student. - Act includes words either spoken or written or
signs or sounds or gestures or visible
representation. - Student means a person who is admitted into an
Educational Institution and whose name is
lawfully borne on the attendance register thereof.
3PROHIBITION OF RAGGING.
- Ragging is prohibited within or outside of
educational institution in the state.
4RESPONSIBILITY OF THE HEAD OF THE INSTIUTION.
- The Principal/Head of the institution shall
obtain an undertaking in writing from the
Students/parents at the time of the admission
that they shall not resort to ragging inside or
outside the institution. - Full publicity should given to the punishment
for ragging - The Principal/Head of the institution shall
contribute anti ragging squads involving teachers
and students to prevent ragging.
5RESPONSIBILITY OF THE HEAD OF THE INSTIUTION.

- The head of the institution shall lodge a
criminal case against students resorted to
ragging for taking action as mentioned in
prohibition of Ragging ACT, 1997 - To keep a continuous watch over anti ragging
activities. - To promptly deal with incidents of ragging
brought to the notice and punish the guilty.
6RESPONSIBILITY OF THE HEAD OF THE INSTIUTION

- Whenever any student complains of ragging to the
Head of the Educational institution. - Shall enquire into the same Forthwith.
- Shall Suspend the Student.
- Such periods as may be deemed necessary
- If an institution Fails to curb ragging, the
Funding Agency shall consider for stoppage of
financial assistance to such an institution till
such time as achieves the same. - The university shall consider disaffiliating a
college of Institution falling to curb ragging.
7PENALITY FOR RAGGING.
- The studies convicted of an offence and punished
with imprisonment for a term shall be dismissed
from the educational institution. - The student convicted for an offence punished
with imprisonment for a term of more than six
months shall not be admitted in any other
Educational Institutions. - Any student dismissed from a college for ragging
should be debarred from seeking admission in any
other course or studying any college/ University
located in the state. - Students who involve in ragging there shall be an
embossment on his marks cards and other academic
Certificates in bold letters which cannot be
obliterated that he had indulged in ragging and
had conducted himself in a manner unbecoming of a
student.
8RAGGING MEANS
- Any disorderly conduct whether by words spoken
written or by an act which has the effect of
teasing treating or handling with rudeness any
other students. - Indulging in rowdy or indiscipline activities
which causes or is likely to cause annoyance
hardship or psychological harm or to raise fear
or apprehension thereof in a fresher or junior
student. - Asking the students to do any act or perform
something which student will not do in the
ordinary course. - Causing or generating a scene of shame of
embarrassment so as to adversely affect the
physique or psyche of a fresher or junior
student. - Because of indulging in ragging is deriving a
sadistic pleasure or showing of power.
9REVIEW COMMITTEE
- 1. Review committee shall be constituted by the
district collector as Chairman and the
composition of the committee will be as follows. - Collector Chairman.
- Superintendent of police-Vice-Chairman/Commission
er of Police. - DCP (LO) member
- Revenue Divisional Officers members.
- Sub- Divisional Officers members.
- College Principles Members.

- The committee shall meet twice before the
academic session - Twice during the academic session to review the
prevalent situation. - To evolve effective measures to combat ragging.

- Apart from the review committee the educational
institution should provide for the constitution
of an committee consisting of - Parents and Guardians.
- Two representatives of the students union if any
- Apart from the principal and representative of
teaching staff of the educational institute.

- The objective is to review the same by regularly
calling a meeting of the committee of the
parents. - The committee Should recommend to the management
whether any step is require to be taken against
any student who may have violated the code of
conduct. - The school management should take necessary
remedial measures as expeditiously as possible,
but not later than four weeks from the date of
the recommendation by the parents committee.
13SUPREME COURT VERDICT FOR STRINGENT ACTION
- The supreme court of India in its direction to
the Educational institution, pronounced that
Educational institution should obtain an
undertaking from each candidate at the time of
admission that - He/She is aware of the system of punishment in
case of ragging other students. - He/She is involved in any ragging. He/she is
aware of the scale of punishments. - Including criminal action.
- Cancellation of admission.
- Expulsion from the hostel.
- Withdrawal of scholarship.
- Rigorous imprisonment up to three years, etc (the
maximum fine is Rs 50,000/-)
14PENALITY FOR RAGGGING
- Who ever with the intention of causing ragging or
with the knowledge that he is likely by such act
to cause ragging, commits or abets ragging and
thereby- - Teases or embarrasses or humiliates a student
shall be punished with imprisonment for a term
which may be extended to six months or with fine
which may extended to one thousand rupees or with
both or - Assaults or uses criminal force to or criminal
force to or criminally intimidates a student
will be punished with the imprisonment for a term
which may extend to one year or with fine which
may be extended to two thousand rupees or with
both or - Wrongfully restrains or Wrongfully confines or
causes hurt to a student shall be punished with
imprisonment for a term which may extend to two
years or with fine which may extend to five
thousands or with both or
15PENALITY FOR RAGGGING
- Causes grievous hurt to or kidnaps or abducts or
rapes or commits unnatural offence within a
student shall be punished with imprisonment for a
term which may be extended to five years and
with fine which may extended to ten thousand
rupees or - Causes death or abets suicide shall be punished
with imprisonment or with imprisonment for a term
which may be extended to ten years and with fine
which may extended to fifty thousand rupees . - Abetment
- If the head or the manager of an educational
institution fails or neglects to take action in
the manner specified in sub section (1) of
section 6, such person shall be deemed to have
abetted the offence and shall be punished with
the punishment provided for the offence.
16GUIDELINES FRAMED BY HONBLE HIGH COURT OF ANDHRA
PRADESH AGAINST RAGGING
- All educational institution should provide for
committees of parents and guardians and two
representatives of students for established a
code. - The committee shall meet and recommend action
against erring students and the management of the
institution shall act within four weeks of
receipt of such recommendations - Expect parents and guardians , no person shall
enter the institution without permission of the
principle. - Students including in ragging shall be suspended
by the principal and debarred from entering the
campus expect for attending inquiry or /and - Submitting explanation.
17GUIDELINES FRAMED BY HONBLE HIGH COURT OF ANDHRA
PRADESH AGAINST RAGGING
- No outsiders shall enter the hostel except when
permitted by the warden in the case of girl
students in the hostel even such persons who are
permitted by warden can meet them only in the
presence of care taker, during permitted hours. - All students shall possess identity cards and
show them on demand. - The teacher teaching the first year students
shall not leave the class room until the teacher
of the subsequent class comes to the class room. - The principal and the warden besides the
authorities or teachers entrusted with this work,
can inspect the hostels at any time.
18PROHIBITION OF RAGGING IN EDUCATIONAL
INSTITUTIONS ACT 26 OF1997SAILENT FEATURES
- Ragging within or outside of any educational
Institution is prohibited - Ragging means doing an act which causes or likely
to cause insult or annoyance or fear or
apprehension or threat or intimidation or outrage
of modesty or injury to a student

20UNDERTAKING AND RESPONSIBILITIES
- The application form for admission/enrolment
shall have a printed undertaking to be filled up
and signed by the candidates. - A similar undertaking shall be obtained from the
parents/guardians of the applicant. Any boy or
girl student should keep the identity card issued
by the concerned educational institutions. - Telephone numbers of the principals, Vice
Principals, Head of the Department, Senior
Faculty/ Administrative officers, Wardens and
Deputy Wardens, Should be given to every new
entrant with the advice that they should not
hesitate in reporting all incidents to ragging
through these numbers. - Even anonymously with the circumstances warrant,
So that immediate measures can be taken by them. - Media may be requested to give adequate publicity
to the negative aspects of ragging mainly during
the months of July and August every year.
21UNDERTAKING AND RESPONSIBILITIES (Contd)
- The 1St year class schedule shall be staggered
Junior students should come to the college early
and to leave first. The schedule should be
reverse for senior students Classes. - The teacher teaching the first year students
shall not leave the class room until the teacher
of the subsequent class comes to the class room. - No person who is not a student of the concerned
educational institutions shall be allowed to
enter the premises of that educational
institutions or its hostel without obtaining
prior permission of the principal of that
educational institutions. - Secret Student vigilance groups shall be formed.
- Confidential boxes should be installed at college
to receive the complaints of the junior students
to know about ragging incidents
22PUNISHMENT
- The punishment may also be taken by the institute
in shape of - Debarring from representation in events
- Withholding Results
- Withholding scholarship/Fellowships.
- With drawing benefits like travel concessions
and campus selections - Suspension or Expulsion from the hostel, mess and
the like

- Photographs of students who have been involved in
ragging shall be published in the notice board
put up in a conspicuous place - Published in local News paper.
- Students should be cautioned that if they
- Indulge in ragging they would have bleak future.
- They would not be entitled to get a passport or
Visa. - They will be retained in participating in
national and international meets, tournaments,
Youth festival, quizzes and so on - Failure to prevent ragging shall be constructed
as act of negligence in maintaining discipline in
the institution on the part of the management the
principal and the persons in authority of the
institution.
24INCENTIVES
- Incentives and rewards shall be given for those
who actively participate in measures for curbing
the menace. - Incentives for non offenders and those help
check the menace of ragging should also thought
about. - Ragging is cognizable offence. The same may be
reported to the police. However, the police
should be called in or allowed entry in the
campus at the instance of the head of the
institution of the person in charge.
25ADVERTISEMENT OF PROHIBITION PREVENTION
- Must clearly mention that ragging is banned in
the institution and anyone including is Liable to
be punished appropriately, including years,
and/or fine upto Rs 25,000/- - Measures about safety and security of girls
- Organize meetings of girl students
- Advise them to regulate their own movements and
interaction, especially with strangers or
undesirable characters. - The girl students be also advised to avoid
emotional relationships of any sort with males
about whose background they have limited
knowledge. - Constitution of Committee of Teachers
- For enlightening them about the safety and
security of girl students so that a channel of
communication for feedback is available to
college Authorities.
26PROHIBITION OF RAGGINGPLEASE NOTE
- RAGGING IS PROHIBITED AS PER ACT 26 OF A.P
LEGISLATIVE ASSEMBLY,1997. - RAGGING ENTAILS HEAVY FINES AND/OR IMPRISONMENT
- RAGGING INVOKES SUSPENSION AND DISMISSAL FROM
THE COLLEGE. - OUTSIDERS ARE PROHIBITED FROM ENTERING THE
COLLEGE AND HOSTELS WITHOUT PERMISSION. - GIRLS MUST BE IN THEIR HOSTEL ROOMS BY7.00 PM
- ALL THE STUDENTS MUST CARRY INDENTITY CARDS AND
SHOW THEM WHEN DEMANDED - THE PRINCIPALS AND WARDENS WILL VISIT THE HOSTELS
AND INSPECT THE ROOM ANY TIME - SUSPENDED STUDENTS ARE DEBARRED FROM ENTERING THE
CAMPUS EXCEPT WHEN REQUIRED TO ATTEND ENQUIRY AND
TO SUBMIT AN EXPLAINATION
