DoD Policy UID For Acquisition Programs
  • Final UID policy released on July 29 2003
    established UID as a mandatory DoD requirement on
    all solicitations issued on or after January 1,
    2004.
  • Policy Updates issued November 26, 2003 and
    December 22, 2003
  • DFAR 252.211 7003 (updated)
  • UID is required for all property items delivered
    to the Government if
  • The Government's unit acquisition cost is 5,000
    or more
  • Items for which the Government's unit acquisition
    cost is less than 5,000, when identified by the
    requiring activity as serially managed, mission
    essential, or controlled inventory
  • Items for which the Government's unit acquisition
    cost is less than 5,000, when the requiring
    activity determines that permanent identification
    is required and
  • Regardless of value
  • Any DoD serially managed subassembly, component,
    or part embedded within a delivered item and
  • The parent item (as defined in 252.211-7003(a))
    that contains the embedded subassembly,
    component, or part.
  • Wide Area Workflow (WAWF) will be modified to
    capture UID and WAWF

    items in inventory or operational use (organic
    depot items incl.) unless system is due to be
    phased out of the inventory by Dec 31, 2010.

Policy Update Issued 12 May 05 GFP
  • Effective January 1, 2006 all new solicitations
    and contracts that include Property in Possession
    of Contractors (PIPC) must comply with the IUID
    requirements
  • Effective immediately, all acquisition milestone
    reviews shall address implementation of the IUID
    policy, including Government PIPC
  • Transition period for PIPC on existing contracts
    to an electronic capability in the IUID Registry
    is June 2005 through September 2006
  • Requests that program and item managers
    accountable for PIPC to plan for and expand IUID
    implementation plan to include PIPC
  • Effective immediately, all acquisition milestone
    reviews shall address implementation of the IUID
    policy, including Government PIPC
  • The December 23, 2004 IUID policy exemption for
    programs or items that will be phased out of
    inventory by December 31, 2010 does not apply to
    PIPC

  • Requests the Military Departments and DLA CAEs
    develop and submit plans to the respective MDAs
    and the UID Program Office by January 1, 2006 to
    modernize or develop infrastructure and modify
    AIS to incorporate the capability to use IUID for
    management of property and to enhance acquisition
    and logistics processes

Criteria

  • Incorporate IUID requirements for all new end
    items meeting the IUID criteria
  • Incorporate the capability to use IUID in all new
    Automated Information Systems (AIS) used for the
    management of property
  • Support Performance Based Logistics (PBL)
    objectives for total asset visibility, life cycle
    inventory management, and serialized item
    management
  • Be consistent with financial accounting and
    property management objectives
  • Integrate IUID in configuration and document
    management
