Introduction
  • NANGGROE ACEH DARUSSALAM
  • UU No 18/2001 Act about Special Authority for
    Aceh Special Province as Provinsi Nanggroe Aceh
    Darussalam (NAD).
  • Highly applied Syariat Islam (Moslem Law) in
    social life. (97,74 Moslem Citizens NAD Govt)
  • DISASTER, PII and ACEH
  • Earthquakes and Tsunamis on 26/12/2004 in ACEH
    Nias have caused hundreds of thousands victims,
    mental uncountable materials.
  • PII wants to contribute in recovering NAD with
    Knowledge, Science, Engineering Technology
    (KSET) base.
  • This process needs cooperation from all of Acehs
    stake holder.

Pre-Condition of Rehabilitation
  • Rehabilitation of NAD, while the detail of
    masterplan is not planned yet, needed a very
    large number of Temporary Shelter in a very short
    time.
  • There are also limited stock of building
    material, such as wood and stone.
  • This limited time and traditional building
    material can be solved by prefabrication system
    or completed knock down and supports of Building
    Component Industry.
  • NAD people have a specific character and
    community, and they dont want to lose these in
    Rehabilitation process.
  • There are a great shock and very deep feeling of
    losing that making difficulties to find fine
    construction workers among Aceh people.
  • Aceh Refugees not only found in NAD

Pre-Condition of Reconstruction
  • NAD Permanent Reconstruction covers a large area
    with a well-planned Regional Planning.
  • Large volume of building reconstruction can be
    solved by providing industrial system with full
    K.S.E.T.
  • Needed building component resources.
  • Needed ready human resources.
  • Needed higher engineering capacity so that the
    damage caused by earthquake and tsunami can be
    minimized in the future.
  • Efficiency needed to make the building cost in
    rehabilitation phase can also be used in
    reconstruction phase.

Pre-Condition of Aid
  • GENERAL
  • Public have the tendency to send the aid by
    themselves.
  • International aid, they tend to send their
    national products with international standard.
  • Indonesian government should drive national
    industries to be the main player for NAD
    Rehabilitation.
  • FOR ACEH
  • The aid should meet the specific demand.
  • NAD Rehabilitation and Reconstruction process
    should also be main income for Aceh people.
  • NAD Rehabilitation and Reconstruction should be
    conducted in a such way that also develop KSET
    resources, industries and human resources

Rehabilitation References
  • As a liaison for the donor that is willing to
    provide temporary shelters
  • Joint coordination with Local Government, UnSyiah
    and the representative of Aceh people as the
    owner of the shelters.
  • ENGINEERING
  • Prioritize the efficiency of work process and
    utilize the available technology
  • Prioritize building materials that can be used
    either for temporary shelter and/or permanent
    building so it will save costs.
  • Prioritize building engineering system that
    enable, light and easy to assemble, disassemble
    and reassemble in different locations.

PII Engineering Education Support

PII Engineers Memorandum
  • Empower the fundamentals of engineering design
    and craftsmanship in order to build houses and
    buildings that will protect the community from
    future earthquakes.
  • Strengthen facilities and technology for the
    tsunami early detection and early warning system
    to alert the public in short time, to follow
    emergency procedures to ensure their safety
  • Reinforce the publics awareness of the dangers
    and consequent safety procedures of earthquakes
    and tsunamis and reduce related risks by means of
    engineering education starting at the primary
    level school.
  • Empower and improve upon a system for prompt
    action and organized management of aid and
    resources in times of emergency disasters such as
    earthquakes, floods or tsunamis.
  • Empower the recovery and growth of job
    opportunity and job creation with small scale
    building industries with the added value from
    technology to meet demands and inspirations of
