Level 1 Competency Assessment Overview
  • Royal Dutch Shell mandated a Competency
    Assurance Program to
  • Reduce incidents by assuring Shell and contractor
    personnel have the knowledge and skills to
    competently perform
  • Establish worldwide, minimum competencies for
    personnel performing similar duties, roles, and
    jobs

Two Levels of Competency Assessment
  • Level 1 - workers who perform certain hands-on,
    HSE Critical Roles in operational environments
  • Level 2 - HSSE professionals, senior management,
    and management/technical staff who directly
    support Level 1 personnel
  • Only Level 1 being implemented in the contractor
    community at this time!

  • Derived from SEPCos risk assessment process
    (HEMP)
  • Training requirements associated with Level 1
    Roles are a subset of mandated training think
    of this as a special focus program

Contractor Level 1 Competency Assessment
Programs
  • Use as existing processes to satisfy requirement,
    when possible (SSE, Training, Annual Performance
    Review, etc.)
  • Not required to use SEPCos program
  • Contractor programs must be equivalent
  • basic elements must be addressed
  • all applicable Safety Critical Roles must
    ultimately be addressed

  • Review job descriptions
  • Interview supervisors and employees
  • Document findings
  • capture employee names
  • job title
  • Capture in spreadsheet or database

Customize HSE Critical Role Templates
  • Develop/implement new training/validation
    programs, where necessary
  • Most contractors will have training programs in
    place already use them!
  • Many contractors will need to enhance their
    validation process

Training
  • Training must conform to
  • RTC equivalent or better
  • SEPCo requirements
  • Industry Consensus Standards, and/or
  • Regulations.
  • Contractor management determines
  • Appropriate content,
  • Duration, and
  • Lesson format
  • RTC Course Outline Provide Guidance
  • Subject to SEPCo Assurance Audit (2007)

Validation
  • Confirmation supervisor / qualified individual
    (training instructor, etc.) that employee is
    capable of applying the information
  • Method determined by contractor management
  • Written test
  • Verbal test
  • Skills demonstration
  • Work Observation
  • Interviews
  • Drills
  • Must be done at least every three years, annual
    as part of Performance Review is probably best
  • Must be documented

Assurance
  • Level 1 Competency Assessment deadline Dec. 31,
    2008
  • Must have an internal auditing program for
    Competency Assessment
  • Competency Assessment will be included in SEPCo
    Contractor HSSE audits (starting 2007)
