Title: Feedback From Construction Personnel Attending PH4135 Offshore Pedestal Crane Rigger Training
1Feedback From Construction Personnel Attending
PH4135 Offshore Pedestal Crane Rigger Training
2Objective
- On December 11, 2006, members of the EPT-P
Construction Community were asked to attend and
give feedback on the relevance and applicability
of EPWs Offshore Pedestal Crane Rigging Course
(PH 4135) to Brownfield Construction Projects. - Participants
- Dennis Bourgeois.Contractor-GIS
- Ronald Champagne..Contract Const. Insp.
- Steve BourgeoisContractor-GIS
- Gerard HildagoShell Staff
- SEPCo Technical Support for this presentation

3Evaluation
- Overall Evaluation
- The participants agreed that the course was
informative and well taught. The instructors
appeared to be very competent subject matter
experts. - Rigging Basics
- The participants felt that the course provided
good information but that it did not adequately
cover rigging required for moving construction
equipment and materials after it is unhooked from
the platform crane.
4- Specifically, the participants felt that the
course did not adequately address the use and
application of Lifting and Hoisting (HL)
Equipment routinely used during construction
activities.
- Beam Clamps
- Mechanical Jacks
- Hydraulic Jacks
- Powered Jacks
- Hydraulic Winch
- Air Powered Winch (Air Tugger)
- Electric Powered Winch
- Attachment Points for Construction Rigging
- Personnel Baskets (Divers Basket and Spiders)
Hoisting and Lifting Equipment Routinely Used By
Construction and covered by OPS 0055
5Additionally, the participants felt that the
course did not adequately address the application
of routinely used Platform Lifting and Hoisting
Equipment as it applies to construction
activities specifically, not enough time was
allocated to discuss transferring loads from the
platform crane to construction HL equipment.
6Summary
- Although PH4135 provides excellent rigger
training, we believe that, at a minimum,
construction personnel would receive an
additional benefit if the course was enhanced to
address the construction lifting and hoisting
activities shown in this presentation.
7Go Forward Recommendations
- Allocate more time for construction specific hand
rigging equipment (eg. Come-along, chain fall and
lug-all, Walky-Dogs) - Provide more information on air-tuggers
(inspection,securing to structure and operation).
Place more emphasis on transferring loads from
the platform crane to construction HL equipment - Finalize attachment points and member loading
Matrix in Lifting and Hoisting Guidelines - Instructors should consider a field trip to GIS
and/or an offshore construction project to see
first hand the situations typically encountered
and to get feedback from personnel - GIS volunteered the services of an experienced
construction rigging subject matter expert to
assist in addressing these issues - Arrange classroom presentations in chronological
order working from basics to more advancedbe
sure to take the participants experience level
into consideration. Note As a minimum,
participants should have at least 6 months
experience and previous training to API RP 2D
specifications.
8Status 3/28/07
- Completed Offshore field trip to observe various
construction rigging scenarios - RTC Instructors reviewing current training
program for opportunities to add construction
specific rigging recommendations. - GIS Rigger Training class observations for RTC
Instructors scheduled week of 4/2/07 - Implementation of recommendations/observations
and purchase/set-up of additional equipment -
April/May - Begin Construction specific Rigger Training
classes in June
