Background to the development
  • Small steering group led by the Deputy
    Director-General, Education Queensland (DDG)
    convened
  • Rigorous literature review by Queensland
    Universities and review of the 1998 Standards
    Framework for Leaders
  • Draft Leadership Matters developed
  • Critique of Leadership Matters by Queensland
    Universities
  • Consultation undertaken with every state school
    principal, principals associations and the union
  • Small working group comprising the DDG, 2 State
    school principals, principals associations and
    the union finalised the framework.

Five inter-related capabilities form the basis
of Leadership Matters. Together these inform a
whole view of effective leadership -

Intended purpose
  • Establish a shared understanding of the evolving
    roles of the Principal in Education Queensland
    schools
  • Emphasise the capabilities required of all
    Education Queensland Principals
  • Provide a clear focus for those who aspire to the
    role of Principal and
  • Guide all leadership development activity.

  • Educational capabilities encompass professional
    knowledge and understanding of the art of
    teaching and learning to inspire commitment and
    achieve quality outcomes for students
