    learning and performance measurement

    ROAR

Evaluation in Viet Nam
  • The mandatory project evaluations meant 35
    evaluations in Viet Nam over the last 5 years.
  • Project evaluations no longer mandatory, they are
    voluntary
  • CO will evaluate a limited number of outcomes per
    CCF cycle (for Viet Nam, 6)
  • For Viet Nam 2001-2005 CCF, 4 outcome evaluations
    mandatory to plan
  • Track evaluation recommendations and actions
    based on findings - and learn from them to
    improve programming

  • CO Management sets the framework for managing for
    results
  • Advocacy and partnership development
  • Active leadership in the annual review and
    process leading to the ROAR
  • Respond to evaluations and promote learning
  • With key partners ensure that interventions
    contribute to goals of the SRF/CCF

manager
  • Monitors production of outputs and progress
    towards outcomes
  • Selects monitoring mix for project and outcome
  • Takes a greater role in advocacy and success of
    the partnership strategy
  • Plans outcome evaluations, contributes to the
    ROAR
  • Ensures that UNDP resources are used effectively
  • Generates lessons learned

  • Remains responsible for output delivery,
    implementation, input management and
    administration
  • Monitors activities by other contractors
  • Produces the work plan and annual project report
  • Contributes to the partnership strategy
  • Collects crucial data to measure results and
    progress towards outcomes
