    way ahead
  • Participants J-7/Concepts, J-8/JCD, JFCOM J-9,
    OFT, OSD (P), FCB and Services reps
  • Overall Summary
  • Perception You need to have a JIC to recommend
    any resourcing changes
  • New JIC Expectations will require up to an 9
    month JIC development-not useful
  • The Workshop is the right forum (Quarterly basis)
    to integrate these efforts
  • Need a system that provides visibility on all
    potential concepts

  • Joint Integrating Concepts (JIC) The narrowest
    focus of all concepts. JOC- and JFC-derived
    capabilities into the fundamental tasks,
    conditions and standards of how a Joint Force
    Commander will integrate capabilities to
    generate effects and achieve an objective in
    10-20 years.

Proposed Way Ahead on Concepts
  • Develop a J7/J8 briefing on the role of concepts
    within the JROC CBP process and proposed road
    ahead after 24 May 05
  • OA studies experimentation should drive joint
    potential gaps (e.g., JIC work).
  • Only add concepts that are thoroughly staffed and
    reviewed by all stakeholders to avoid duplication
    (e.g., the most critical joint issues approved by
    JROC, than Tank) to JROC CBP.
  • Concepts should be revised as required--similar
    to Doctrine cycles (e.g. 18-24 months
    Pre-assessment consideration and every 5 years)
  • Decouple the J-7/JFCOM Concept process from the
    J-8 led JROC CBA process
  • Ensure the pending JICs have J8 attributes for
    CBAs and the JROC CBP yearly process work
    management are considered (only accept 2-3/year)
