Definitions
  • Major Staff Adjustments The annual process used
    in the patrol bureaus to assist officers with
    transfers from one shift to another by virtue of
    seniority. Officers have more power in this
    process.
  • Leveling The process used to adjust staffing
    levels on patrol to facilitate equal shift
    strength city-wide. Command staff makes the
    assignments.

Why take this on?
  • Because Im a glutton for punishment !
  • Because I feel partially responsible for the
    current state of affairs.
  • Because there were items of interest

Items of Interest
  • Numerous complaints and grievances filed
    following each Major Staff Adjustment.
  • Rules, guidelines and instructions were not clear
    creating an inconsistent process.
  • Time consuming, costly process.
  • Decimation of some shifts, losing senior officers
    and officers with specialization.

Action Plan
  • Survey the officers for their feelings and ideas.
  • Compile data and comments from surveys to
    establish direction.
  • Obtain permission to form a committee comprised
    of all ranks in Patrol.
  • Review the Department Manual, Document A408,
    Transfer Policy.

Action Plan
  • Obtain copies of other agencies Transfer Policies
    for comparison and plagiarism.
  • Establish base line of grievances filed from past
    Major Staff Adjustments for comparison.
  • Review past grievances for validity and
    resolution.
  • Have committee create a new or modify the
    existing Transfer Policy.

Action Plan
  • Have the draft Transfer Policy reviewed by APA
    leaders, Command Staff and Professional Standards
    personnel.
  • Work with ISO, Research and Planning and HRD to
    create a computer program to improve efficiency -
    saving time and money and a lot of frustration !
  • With approval from all levels, move forward and
    implement the new, improved system by September
    2002.

  • Compare the number of complaints and grievances
    from future Staff Adjustments to the established
    base line.
  • Compare the amount of time it takes to complete
    the process, including preparation and follow-up.
  • Compare the number of supervisors needed to
    complete the process. (translate into savings)
  • Survey the officers for their feelings and
    satisfaction and compare to the first survey.

  • Compare the number of changes recommended and
    approved by the committee, command staff,
    Professional Standards and the APA leaders.
  • Compare the number of changes made after the
    process was completed that were needed to level
    FTOs, Spanish speakers, etc…
