  • General Introduction Objectives
  • APC is a scheme of prof. training assessment
  • Candidates should demonstrate
  • (a) Apply theoretical knowledge through
    professional training experience to attain
    practical PFM skills
  • (b) Understand apply the chosen core non-core
    competencies
  • (c) Safeguard interests of employers clients
  • (d) Communicate effectively, orally, graphically
    writing in correct grammar, well structured
    well presented
  • (e) Act per HKISs Rules of Conduct, possesses
    highest level of professional integrity
    objectivity.

  • (a) Are good ambassadors for the profession, HKIS
    employers
  • (b) Are aware of the professional commercial
    implications of their work

  • Principal Parties
  • Candidate,employer,supervisor,counsellor,assessors

  • PFM Divisional Education Committee, Admin. Office
  • III APC consists of
  • Minimum 2 years comprising not less than 400
    working days approved professional training in
    specified areas listed in Appendix I, to be
    documented in a diary log book
  • Minimum 40 hours of qualified structured
    learning
  • Critical Analysis to illustrate practical
    experience professional knowledge in different
    aspects of PFM competence in written
    presentation
  • Practical Task on authentic professional problem
  • Professional Interview to test ones professional
  • competence as a PFM Surveyor.

  • IV Eligibility
  • Be a probationer of HKIS or concurrently applying
    for probationer
  • Hold a relevant academic qualification
  • Be suitably employed in an establishment
    principally engaged in PFM
  • Their employers supervisors are able willing
    to provide appropriate prof. training.

  • V Entry to APC
  • Submit application when begin prof. career.
  • Training obtained prior to submission of
    application is not normally recognized.
  • Applications for subsequent stages of APC be
    submitted per the timetable.
  • Delayed applications will prolong the assessment
    process.

  • VI Arrangements for Professional Training
  • Candidates should ascertain if their employment
    would provide sufficient opportunity to acquire
    the necessary training/coverage.
  • Private practices public bodies are suitable
    grounds for acquiring practical experience.
  • Candidates should take initiatives to seek prof.
    knowledge from their supervisors counsellors.
  • To acquire experience upon hands-on involvement
    in their assignments.
  • When candidates change their employment or
    counsellor, they must seek HKISs approval.

  • VII Supervision Counselling
  • Be guided/instructed by a supervisor with
    relevant expertise, be properly advised by a
    counsellor (a professional PFM Surveyor of HKIS
    of at least 5 years standing).
  • Counsellor to be appointed by the employer from
    within the organization, who may also act as
    supervisor.
  • External counsellor may be sought if reqd.
  • Frequently discuss training progress with their
    counsellors.
  • Refer to The Notes for Guidance of Employers,
    Supervisors and Counsellors

  • VIII Area of Professional Training
  • Min. approved period of documented prof. training
    is 2 years comprising not less than 400 working
    days (Appendix I).
  • To acquire sufficient in-depth practical
    experience in at least the 2 chosen core
    competencies 2 non-core competences, and
    reasonably balanced working knowledge in all
    other areas.

  • IX. Diaries
  • Maintain a Diary throughout their approved
    period of prof. training.
  • Entries in Diary should be clear/concise, to
    analyze summarize in Log Books.
  • Where a candidate changes employment, Diary
    should be continued in the usual way.
  • Diary be signed by candidate supervisor at
    end of every week, and by counsellor at end of
    every 3 months.

  • X. Log Books
  • To keep a Log Book, an analytical account of
    prof. training in chronological order.
  • Be analyzed entered in whole days or
    half- days.
  • Be signed by candidate/counsellor at end of
    every 3 months.
  • The time spent on each area of training must be
    totalled vertically horizontally on the
    Analysis of Diary Sheets.

  • XI. Interim Assessment
  • After 12 months comprising not less than 200
    working days of approved training the Log Book,
    Diary, Interim Assessment Report, Interim SOE be
    submitted to counsellor for interim assessment.
  • Interim SOE (n.e. 1,000 words), to summarize the
    prof. training self-assessment.
  • Counsellor must assess the breadth/depth of
    training.
  • Counsellor should convey advice to candidate in
    an interview and return documentation to
    candidates after the interview.
  • Candidate to file a signed copy of Interim
    Assessment Report Interim SOE to HKIS the
    other signed copy be attached for final
    assessment.

  • XII. Pre-Qualification Structured Learning
  • Min. aggregate of 40 hours structured learning.
  • Such courses be certified by PFM Divisional
    Education Committee.
  • Individual course be recognized upto 10 hours.
  • Unstructured self-learning is not recognized.

  • XIII Critical Analysis
  • Upon completion of 21 months training, to submit
    Critical Analysis (n.e. 3,000 words) examining 3
    cases (2 cases re. core competences, 1 case re.
    non-core competence).
  • Selected cases be of contrasting nature.
  • CA should comprise
  • (a) Introduction, dates related to entries in the
    Diary
  • (b) Methodology/procedure for decision making
    progress control, rationale for rejecting other
    options
  • (c) factors affecting progress/anticipated
    performance
  • (d) results achieved vis-a-vis the original
    intention or forecast, cost-effectiveness study
    and
  • (e) lessons learned self assessment of personal
    involvement.

  • Confidential information must not be disclosed,
    fictitious names/addresses may be used.
  • A declaration that CA is candidates own work.
  • To demonstrate ability in report writing,
    logical expression, prof. analysis judgement.
  • Neat/orderly manner, typeset in double spacing
    on A4 paper, sectional headings, page no., 2
    copies.
  • CA be assessed by assessors
  • (a) General presentation, clarity of expression,
    use of diagram quality of drawings. (20)
  • (b) Ability to identify problems formulate
    solutions, including approach to problem

  • (c) Technical content, relevance correctness.

  • XIV. Practical Task
  • To demonstrate the ability as PFM Surveyor.
  • To exercise competent prof. judgement.
  • Normally 4 hours, conducted once a year in
    November.
  • To answer questions on specific prof. area.
  • No text books/reference materials are permitted.
  • Will be briefed on practical problem for the
    task.
  • Will be given a takeaway packagerelevant
    material.
  • To work out solution as in a real life
    situation.
  • To treat this exercise seriously honestly.
  • Restrain from delegating their tasks or simply
    adopting others work without their own input.

  • Will present solutions to Assessors by written
    report presentation, to answer queries from
    Assessors.
  • May include drawings, diagrams, written
    materials spoken words.
  • Assessment of the Practical Task
  • (a) General presentation, organization, clarity
    of expression, use of diagram quality of
    drgs.(10)
  • (b) Ability/fluency to communicate ability to
    react to questioning with logical answers. (10)
  • (c) Ability to demonstrate all rounded knowledge
    at competent level. (20)
  • (d) Ability/approach to problem solving. (20)

  • XIV Final Assessment
  • After completion of full approved prof. training
    at least 11 months after filing in Interim
    Assessment Report, candidate may apply for Final
    Assessment ( CA assessed).
  • Submit Diary, Log Book, Interim Assessment
    Report, SOE,Synopsis of Structured Learning.
  • SOE (n.e. 2,000 words) should give an account of
    engagements evaluation of experience acquired
    illustrate/assess own aptitude for specialization
    in ones prof. career.

  • SOE should comprise
  • (a) Employment job descriptions.
  • (b) Postings nature of work.
  • (c) Summary/analysis of on-job training
    personal involvement.
  • (d) Appraisal of guidance given by employers,
    supervisors counsellors.
  • (e) Evaluation of prof. practice experience so
    acquired.
  • (f) Assessment of personal aptitude towards
    chosen specialization in PFM practice.
  • Synopsis of Structured Learning (n.e. 2,000
    words), and submit certificates of
    successfully completed passed courses.

  • Final Assessment may take place with
    presentation of practical tasks.
  • Be tested on prof. knowledge experience as PFM
    Surveyor.
  • To answer questions on prof. training,
    structured learning, general PFM practice, prof.
    ethics, HKIS's Rules of Conduct.
  • Prof. Interview be conducted by 3 assessors
  • (a) Adequate breadth/depth,balanced prof.

  • XVI. Notification of Results
  • Results not be publicized marks awarded not
    normally be disclosed.
  • Results of CA be dispatched normally within 2
    months.
  • Results of Practical Task Final Assessment
    will be sent normally within 1 month.
  • All results are final not subject to appeal.

  • XVII. Arrangement for Unsuccessful Candidates
  • Encouraged to seek advice from their
    counsellors.
  • Welcome to discuss their performances with
    assessors.
  • If CA is unsatisfactory, may be required to
    prepare in 6 to 12 months' time a supplementary
    CA.
  • Who failed in their Practical Task and/or Final
    Assessment may apply to re-take next year.
  • May be required to undertake extended period of
    training before re-assessment, normally from 6
    to 12 months, to maintain a Diary Log Book
    then.
  • May be required to undertake supplementary
    structured learning within 6 to 12 months, and
    submit a synopsis then.
  • After the period of deferral, to attend a
    Professional Re-Interview for re-assessment.

  • Submission of Applications
  • Made on relevant forms, fully correctly
    completed, endorsed by employer, supervisor
    submitted with prescribed fees.
  • All applications be delivered to HKIS personally
    or by post.
  • Check with HKIS if not receive reply after 1
    month of submission.
  • Late applications may result in delay in timely
    assessment.

  • Appendix I-Training Prof. Experience Reqts
  • To ensue a balanced, fully competent PFM
    Surveyor.
  • Must obtain a thorough understanding/knowledge
    of your chosen areas at competent level.
  • Min. 400 working days approved prof. training
    experience within min. 24 months from
    registering for APC Scheme.
  • The training/experience MUST include
  • (a) Obtain a proper knowledge/understanding of
    the mandatory skills in Section One.
  • (b) Min. 100 working days in each of the 2, out
    of 4 selected core competences in Section Two.
  • (c) Min. 100 working days in 2 or more of the 5
    non- core competences in Section Three.

  • May grant exemption of relevant past training
    experience upto max. 18 months.
  • If candidates may apply to transfer in May 2006,
    may attend Practical Task in November 2006.
  • Exemption of past training experience of 12
    months and above will be subject to candidates
    Interim Submission approved by his/her
    predecessor division.
  • May grant exemption of approved PQSL on a
    pro-rata basis with candidates exempted relevant
    experience.
  • If candidate had submitted Critical Analysis to
    his/her predecessor division being approved,
    PFMD may grant exemption on a case by case basis,
    considering its relevance with the required
    competence.
  • No exemption for Practical Task, even the
    candidate had passed Practical Task of his/her
    predecessor division.
  • No exemption will be granted for Final Assessment.
