  • The Stockholm Municipal Council on 2 June 2003
    adopted a majority proposal to introduce
    congestion charges on a trial basis.
  • The congestion charging zone includes the city
    centre of Stockholm.

    heavily used routes during morning and afternoon
    hours.

Commercial traffic
  • Commercial road users as well as private vehicles
    are offered the option of paying a maximum charge
    of 60 SEK (7 ) per day and vehicle.
  • Under the proposal, tolls should include VAT,
    which will reduce the cost to commercial road
    users compared to private road users.

Exemptions for specific traffic categories
  • It is recommended to exempt the following traffic
    categories from the charges
  • Emergency vehicles
  • Vehicles with disability permits
  • Certain vehicles whose owners are exempt from
    taxation in Sweden
  • Buses on scheduled routes
  • School buses

Time plan
  • The trial is proposed to start during spring
    2005.
  • The trial will be carried out during
    approximately 18 months.
  • A public referendum will be arranged in
    connection with the election September 2006.

Ongoing work
  • A secretariat has been set up and started
    working in June 2003.
  • The Government and Parliament are preparing
    legislation to enable the charges.
  • Negotiations about the financing of the trial
    have been initiated between the Government and
    the City of Stockholm.
