2Registration process
The entire registration process, takes
from 3 to 4 weeks and requires a significant
amount of time and effort.
3Company formation step by step
- Step 1. Entry in the City Office Register
- Step 2. Registration with Poland's Central
Statistical Office (GUS) and obtaining a
statistical number (REGON) - Step 3. Registration with the Tax Office and
obtaining a Taxpayer's Identification Number
(NIP) - Step 4. Registration with the Social Security
Office (ZUS) upon employment of the first employee
4After implementation of the Bolkenstein
directive
- After implementation of the Bolkenstein directive
It will be possible to start business even, when
the company is not registered yet. - It will be enough to fill in an application form.
5Registration of business activity will be
possible through
- Points of single contact, so called one window
- to set up a business it will be enough to
apply in one place in every city office, - The one window will be transitional solution, in
which companies and businesspeople will be
prepared for the introduction of "zero window
principle. - Zero window is a system which will allow the
completion of all administrative processes
required in opening a business to be done on the
Internet. The process of registration will be
fast and simple (electronic signature will be
required). - A Central Record and Information Data of Business
Activity - public platform with information
regarding Polish enterprises will be created.
6Fee for the registration of a business
- Currently, the fee for the registration of a
business is approximately 35 Euro. Following the
implementation of this system, registration will
be for free.
7The new legislation
- The project for the new legislation was accepted
on 17.10.2008 by government and will be in force
from - 01.04.2009 in scope
- points of single contact running a business after
filling an application form, - application form could be send via Internet with
electronic signature. - 01.07.2011 in scope

8OSS supporting Government initiatives
- In accordance with the amendments to the Freedom
of Economic Activity Act from 01.04.2009 a
contact point for businesspeople will be
established in all city offices. These will be
financed by local governments. - The main tasks of this OSS will be
- to inform about how to establish a business,
- to accept application forms (only one application
form will be necessary), - to inform applicants about other institutions
supporting business management.
9Existing best practices and other supporting
organizations
- The Polish Agency for Enterprise Development
(PAED) is a governmental agency subordinated to
the Minister of the Economy. Its task is the
management of funds assigned from the State
Budget and European Union for the support of
entrepreneurship and the development of human
resources, with particular consideration given to
the needs of small and medium sized enterprises
(SMEs). - PAED is among the institutions responsible for
the implementation of activities financed from
the Structural Funds.
10National System of Services for SMEs
11 The objective of the Agency is the
implementation of economy development programmes
- SME development,
- Export development,
- Regional development,
- Application of new techniques and technologies,
- Creation of new jobs, tackling unemployment and
human resources development.
12The National SME Services Network (KSU)
- KSU has been in operation since 1996 and is
organisationally and essentially supported by
Polish Agency for Enterprise Development (PAED).
After 12 years, it comprises over 180 cooperating
offices in 190 localizations in Poland. - In Silesia there are 28 offices. Business
Incubator from Ruda Slaska is one of them.
13The National SME Services Network (KSU)
- Members of the National SME Services Network are
independent and self-financing organisations,
such as - regional development agencies,
- business and entrepreneurship support centres,
- foundations,
- business incubators,
- research and development institutes,
- centres of innovation and technology and
- other non-governmental organisations.
14The National SME Services Network centres are
organisations, which
- ensure the provision of appropriate advisory,
training, information and financial services to
all micro-, small and medium- sized enterprises
as well as business start-ups, and - are non-profit organizations or organizations
that appropriate their profits for the
achievement of objectives pursued by PAED. - Currently all centres registered in the National
SME Services Network have a quality management
system, which guarantees work organisation,
service provision and cooperation standards.
15The National SME Services Network centres are
organisations, which
- Each registered in the National SME Services
Network centre provides at least one of the four
categories of services small and medium sized
businesses and/or business start-ups - i.e. - advisory services (including for general and
pro-innovation ones), - training,
- information and
- financial services (including for granting
credit/loan guarantees and loans).
16Advisory services
- General advisory services for SMEs, for example
- marketing, finances, law, planning and
management, export, etc. - proinnovation advisory services supporting
business development by improving the existing or
implementing new technological process, product
or service, including - assessment of technological needs - diagnosing
needs for a new technology, - promotion of technology and new organizational
solutions, - other activities where technology transfer or
implementation of know-how.
17Information services
- Information concerning
- administrative and legal aspects of set up and
running business activity, - available public assistance programmes for
entrepreneurs as well as other available sources
of financing business activities, - contact details,
- trade fairs, exhibitions and other business
events, - rules of preparation of applications for public
assistance and for financing a business activity
from other sources, - finding potential business partners in available
databases.
18Training services
- including e.g. marketing, finance, management for
business start-ups, industry specific and general
training (i.e. computer, languages), etc., - open to general public.
19Financial services
- granting credit/loan guarantees which present
additional manner of credits/loans security
(credit guarantee funds), - granting loans for start-ups or for further
business development (local loan funds).
20Consultation Centres (PK)
- Consultation Centres (PK) function as
first-contact institutions for small and
medium-sized enterprises and business start -
ups. In 2007 around 190 were in service. Now it
is 90 in all country. In Silesia there are 12 PK.
- PK provide free information services with respect
to issues associated with entrepreneurial
activities and enterprise management. The role of
a PK advisor is to identify the available
assistance programmes and to provide detailed
information as to the conditions for the granting
of assistance. They are co-financed from EU
funds.

- Priority II Development of Human Resources and
adaptation potential of enterprises and improving
the health condition of working persons - Main goal Development and improvement of
functioning of system support for adaptation
abilities of employees and enterprises (2.2.1
OPHC) - improving the quality of services provided for
enterprises by training institutions and
institutions supporting entrepreneurship and
innovativeness of enterprises, in particular
through - development and propagation of organisational
standards in institutions and the standard of
services provided by them, - advancement of qualifications and abilities of
employees that provide training and counselling
services aimed at supporting the development of
entrepreneurship and innovativeness of
enterprises, - supporting the process of certification for
qualifications of the training personnel, - supporting the system of complex services
provided by institutions to entrepreneurs and
persons wishing to launch economic activity. - These activities will be realized by PAED.

23Operational Programme- within OP Human Capital
- Priority V - Good Governance
- Main goal Improvement of quality of the public
policies and services related to enterprise
creation and business operation - introduction and propagation of client service
standards in self-government administration, - introduction of the one-stop-shop system
(single access points for entrepreneurs in
administrative offices), - development of system related provisions and
informatic tools to assist public management. - These activities will be realized by public
administration. Budget 999 096,10 .
24Operational Programme for each region - within
OP Innovative Economy
- Priority VII Establishment and development of
information society in Poland - Main goal Improving the conditions of
undertaking economic activity through the
increase in accessibility of public
administration information resources and public
services in the digital form for citizens and
enterprises - establishment or extension of informatic systems
for public administration which assist management
in the public sector (e.g. electronic flow of
documents, electronic signature), - establishment and development of platforms for
integrated electronic services designated for
business and for citizens related inter alia to
fiscal settlements, administrative charges,
registration of business operation, services
related to public procurement, - establishment of multi-channel transaction
platforms, - making available and promoting standards for
electronic communication between administration
on the one hand, and entrepreneurs and citizens
on the other. - These activities will be realized by public
administration. Budget 788 235 294,00 . - OSS sustainability will be funded by local
goverment.
25Silesian Center of Entreprise (SCE) in Katowice
- SCE is provincial self-governed organizational,
which task is the management of European Union
funds for the support of small and medium sized
enterprises (SMEs) from Silesia. - SCE leans enterprises through disposal financial
funds on following operation for - investments,
- counseling in range of development of firm,
- counseling in range of implementing innovation
and RD centers in firm, - departures on national and international fair and
economic missions. -
